Mass Spectrometer Maintenance Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20817. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Thermo Electron North America, LLC, 1400 Northpoint Pkwy, Ste. 50, West Palm Beach, FL 33407 for a one year service contract for the following equipment: • Q-Exactive mass spectrometer, S/N SN01447L This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 811219 and the business size standard is $6 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract, Period of Performance: 9/30/14 - 9/29/15. The Q-Exactive mass spectrometer is NIDDK's newest and most sensitive "data dependent analysis" mass spectrometer.. It has taken over the peptide centric projects which require high sensitivity or benefit from the Q-exactive's "high/high" measurement precision for parent abd fragment spectra and also plays an important role in chemical biology and small molecule analysis episodically. An instrument like this must be operated continuously and has several complex sub-systems which have many types of potential failure. A service contract with the instrument supplier provides an efficient route for maintaining the instrument making it possible to use one instrument rather than operating two. To the best of our knowledge, only Thermo engineers are permitted to service all sub-systems of this equipment and have accrued significant knowledge about the way in which systems fail (see attachment for additional information). This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:30 AM EST on September 4, 2014. Electronic capability statements (via e-mail) will be accepted. All questions must be in writing and can be faxed to 301-480-4226 or emailed to Lisa Josephowitz, Contract Specialist, at josephol@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM). No collect calls will be accepted.
