Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Faces & Voices of Recovery (FAVOR) 1010 Vermont Ave NW, Suite 618 Washington, DC 20005 SAMHSA is seeking to conduct an analysis of best practices and program outcomes among successful community recovery centers across the nation. The analysis of best practices relates to how such community recovery centers are addressing housing and homeless issues among those they provide recovery support services to. Through this acquisition, SAMHSA seeks to share the yielded information through a series of webinars and to develop a training curriculum that reflects the three (3) top models identified for said programs. FAVOR is the leading organization committed to organizing and mobilizing the millions of Americans in long-term recovery from addiction to alcohol and other drugs; their families, friends, and allies to speak with one voice and advocate for the recovery community. The organization works to change public perceptions of recovery, promote effective public policy in Washington, D.C. and in all 50 states, and demonstrate that recovery is working for millions of Americans. FAVOR is the only organization with a broad focus on organizing people in recovery from various types of abuse issues, as well as performing advocacy on public policies affecting recovery. Additionally, FAVOR is the only organization that has conducted an extensive, nationwide analysis about the societal benefits that people in recovery bring back to society. Through this type of analysis, FAVOR has revealed that contrary to the stigmatizing stereotype society has of the individual in active addiction or recovery, people in recovery are employed, pay bills and taxes, vote, volunteer in their communities, and take care of their health and their families. Such analysis gives FAVOR the unique ability to show best practices by drawing on its studies and analysis in order to show which methods are most successful. Thus, FAVOR's analysis puts it in the best position to develop and share information regarding the top models of successful community recovery centers, as required for this acquisition. FAVOR has been instrumental in underlining the fact that recovery is good not only for the individual, but also for families, communities, and the nation's health and economy. FAVOR work revolves around calling for policies, services, and funding to help more people initiate and sustain recovery, and for additional investigations to identify effective and cost-effective recovery-promoting policies and services. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services SAMHSA is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
