Description

The NAVSUP Fleet Logistics Center (FLC) Norfolk, VA 23511-3392 intends to negotiate a 100% small business set-aside single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm Fixed-Price (FFP) provisions for support services of records management and digital cataloging/meta-tagging of process records as required by the Naval History and Heritage Command (NHHC), Washington Navy Yard (WNY), Washington, DC. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 “ Acquisition of Commercial Items, FAR Subpart 15 “ Contracting by Negotiation, FAR Subpart 16.5 “ Indefinite Delivery Contracts, and FAR Subpart 19.5 “ Set Asides for Small Business. The resultant IDIQ contract will contain a one-year base period of performance that will commence on or about 29 September 2014 and conclude on 28 September 2015, and option provisions to incorporate two one-year option periods thereafter that will conclude on or about 28 September 2017. The North American Industry Classification System (NAICS) code for this acquisition is 519120 “ Libraries and Archives, the Size Standard is $15.0M. A complete Request for Quote package will be available for downloading at the NECO Website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 5 September 2014. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-999-227-2423, or via the Internet at https://www.sam.gov/portal/public/SAM/. Please direct all questions regarding this requirement via e-mail to the POC identified in this synopsis. The NECO website has a śSubmit Bid ť button next to the solicitation number. DO NOT use the śSubmit Bid ť button on NECO to submit your proposal for the upcoming solicitation. Interested vendors are also hereby notified that there will be a short period of time between the solicitation being posted and when submission will be due (approximately 5 days), since the contract is required to be awarded prior to September. At this time any requests for extensions will not be entertained.
