Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation for commercial services is being conducted in conjunction with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation OCO-2014-SP is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. The NAICS Code is 541922, Commercial Photography, and small business size standard is $7.5M. The firm selected to receive an offer from the Department is required to register in the System for Award Management (SAM) and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. Firms shall include their DUNS number in their quote. If the firm does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. The firm selected for an offer from the Department will need to provide Offeror Representations and Certifications prior to any award. Requirement: The U.S. Department of Education, Office of Communications and Outreach (OCO), has a requirement for stock photos. OCO needs stock photos for editorial use (no commercial or merchandise use) on the Department's main website ED.gov, for social media postings, for intranet use, and for printed educational outreach materials and publications. OCO would like to procure a multiuser agreement for 4 users, up to 70 downloads per day (across all 4 users, not per user) for 12 months, with four 12-month option periods. The subscription shall be for "royalty free" images (photos and illustrations, including vectors). Three of the four OCO users would be "digital" for the web and social media (lower screen quality images). The fourth user would be preparing print quality publications. The quote shall indicate if the price is substantially different for print publications (higher quality images) vs. digital images. Quote Instructions - Organization and Content of the Quote The quote must contain all information necessary to determine that the organization can meet the technical requirements. The quote shall be limited to five (5) pages. The Technical Quote shall include information on the following: subscription plans available, number of images available, licensing terms, download limits, etc. The Department would like to "test" the services available, if possible. Quotes should address whether the Department can be granted "testing access" to the quoter's subscription service or if the Department will only have access to the stock photos available to the general public on the web. The Price Quote must include a firm-fixed price quote to meet the requirements identified above, including access for 4 users (3 users of ‘digital' images and 1 of ‘print quality'), 70 total downloads per day, for 12 months. Quotes should contain a price for each of the following periods: Base Period Award thru Month 12 $_________ Option Period I Month 13 thru 24 $_________ Option Period II Month 25 thru 36 $_________ Option Period III Month 37 thru 48 $ _________ Option Period IV Month 49 thru 60 $_________ Total Price $_________ Basis for Award Award will be made on a best value basis considering the following factors: 1.Technical Quality a.Good image quality - focused well, composed well, and well suited for digital and print needs. b.Tone - aligned with ED's messaging and mission and not a commercial feel. c.Diversity - various images offer representations of diverse people, in terms of race, gender, age and ability. d.Breadth - number of sample ED topic searches returning relevant, usable results. e.Depth - number of search results returned. 2.Price The Government will evaluate quotes for award purposes by adding the total price for all Options to the total price for the Base Period. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years. 5.FAR 52.232-99 PROVIDING ACCELERATED PAYMENT TO SMALL BUSINESS SUBCONTRACTORS (DEVIATION) This clause implements the temporary policy provided by OMB Policy Memorandum M-12-16 Providing Prompt Payment to Small Business Subcontractors, dated July 11, 2012. (a)Upon receipt of accelerated payments from the Government, the contractor is required to make accelerated payments to small business subcontractors to the maximum extent practicable after receipt of a proper invoice and all proper documentation from the small business subcontractor. (b)Include the substance of this clause, including this paragraph (b), in all subcontracts with small business concerns.
