Description: This public announcement is an update to previous FAACO posting of the DRAFT SIR (Solicitation # DTFAWA-14-R-00CTC), for the FAA 冱 Controller Training Contract (CTC) requirement. References: a. Controller Training Contract Market Survey/Request for Information, Solicitation # 15383, dated 11/25/13 b. Controller Training Contract Information Update, Solicitation # 16260, dated 5/9/14 c. Controller Training Contract (CTC) Draft SIR Public Announcement, Solicitation # DTFAWA-14-R-00CTC, dated 6/17/14 1. This pre-solicitation announcement is issued solely for information and planning purposes. It does not constitute a final SIR or a promise to issue a final SIR in the future. This request does not commit the Government to contract for any supplies or services whatsoever. Further, the FAA is not seeking proposals at this time and will not accept unsolicited proposals. 2. The purpose of this announcement is to: a. Provide an updated Draft version of the CTC SIR. Updates are based on vendor input to the initial Draft SIR, as well as from FAA-initiated changes. Changes from the previous version are identified via track changes within the document. New additions to the Draft SIR include: 1) Section J-5 (Data Item Descriptions), 2) Section L Attachment L-2 (Past Performance Summary and Customer Survey), and 3) Section L Attachment L-3 (Price Evaluation Tool). IMPORTANT NOTES REGARDING THE UPDATED DRAFT SIR: Information contained in this Draft SIR is subject to change prior to final SIR release, specifically in regards to the projected hours in Attachment L-3; and the FAA is not seeking further comment or questions to this version of the Draft SIR, nor will any be accepted. b. Provide FAA responses to vendor comments to the initial Draft SIR published on 6/17/14. c. Offer the opportunity for vendors to be added to the CTC Interested Parties List. This list will be published with the final SIR and provide contact information to enable vendors to form teams, partnerships, or identify subcontracting opportunities. Any vendor interested in having their information added to this list may submit a request to the Contracting Officer listed in paragraph 4 below. Any vendor that has previously responded to any CTC announcement will not automatically be added to the CTC Interested Parties List and therefore must affirmatively respond to this announcement if they wish to be added to the list. 3. The FAA intends to issue the final CTC Request for Offer (RFO) SIR during September 2014 via the FAA Contract Opportunities (FAACO) website. It is the responsibility of interested parties to monitor this site for additional information pertaining to this requirement. 4. Vendors who wish to be added to the CTC Interested Parties List are requested to respond to this announcement by completing the CTC Interested Parties List (MS Excel) form attached to this announcement and emailing it to the CTC Contracting Officer, Scott Bukovec, at scott.bukovec@faa.gov by the date below. Verbal responses will NOT be accepted. 5. Requests to be added to the CTC Interested Parties List are due by 4:00 pm EDT on September 10, 2014. The FAA will provide acknowledgment of receipt to each respondent via e-mail.
