Description
Print/Mail SF33 Print/Mail RFP The Federal Retirement Thrift Investment Board (FRTIB, herein also stated as "the Agency") seeks the services of a commercial outgoing mail service provider capable of printing and mailing high-volume, variable Agency documents to over 4.7 million Thrift Savings Plan (TSP) participants, beneficiaries, and third parties.. The performance period may last up to 57 months. The work is required to be performed in the continental U.S. Specific performance requirements include the following. TSP participants receive notices (i.e., letters to participants), leaflets, postcards, PIN mailers, and Web password mailers with information about their accounts, or as a result of activity in their accounts. All TSP participants receive an annual account statement package from the TSP. This mailing typically includes an annual statement (unless the participant opts out of receiving an annual statement in the mail), a newsletter, and a cover letter, but may also contain other enclosures. Four times per year (January, April, July, and October), TSP participants who choose to do so will receive quarterly account statements from the TSP. This mailing includes a newsletter and may also contain other enclosures as needed. In January of each year, the Agency sends Internal Revenue Service Forms 1099-R to all participants who received disbursements from the TSP the previous year. Participants also receive other notices, communications, and marketing-based printed products on both a regular and ad-hoc basis. TSP products and enclosures are printed by a separate vendor and shipped to the mail vendor. However, the mail vendor may periodically need to print and mail special information mailers and enclosures on an ad-hoc basis. This may include marketing and educational material. The performance periods for this procurement are: a) a three-month phase-in period; b) an 18-month base performance period; and, c) three, 12-month option periods. Solicitation Specific Information. All information required for submission of a proposal is identified in the attached solicitation. The Agency anticipates award in the December 2014 timeframe. All interested parties must be registered with the System for Award Management (SAM). SAM can be accessed at www.sam.gov, or by calling 1-888-606-8220. All prospective offerors interested in submitting a proposal must have a Commercial and Government Entity (CAGE) code. Questions regarding this solicitation are due by September 12, 2014, 3:00 PM (ET). All inquiries pertaining to this RFP must be made via email to: FRTIBContracting@tsp.gov. After that time no further questions will be answered. All responses to questions will be posted on Fedbizopps (www.fbo.gov). Proposals are due by October 09, 2014, 3:00 PM (ET). Prospective Offerors names will not be posted with the questions and answers. Electronic samples of TSP notices and enclosures/macros are available. Wait about five minutes, and check your email Inbox for the access granted email. You can download the Secure Documents using your email address at the link: http://www.frtib.gov/rfp/RFP-PrintMail.html 6. Select the Download Menu Link from the access granted email 7. Next, a new browser page should open, and a small dialog prompt box asking you to login 8. ONLY enter your email address in this login prompt 9. Now you can view the draft RFP menu, http://www.frtib.gov/rfp/RFP-PrintMail.html In addition, viewing hard copies of TSP print products will also be made available upon request. For viewing hard copies please send your request to FRTIBContracting@tsp.gov to set up an appointment. The physical location for hard copy viewing is the FRTIB 77K Street NE, Washington, DC 20002 location.
