Description
THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. The Mission Installation Contracting Command (MICC) - Yuma is seeking information on sources to perform the necessary software and hardware upgrades to the climatic chambers to bring these systems to ATEC compliance standards with the mandatory versions of software requirements and continue to retain remote log in capability. All YPG networked computers are required to have the latest authorized operating system installed or upgraded to stay in compliance. The computer operating systems that control the test chambers will be upgraded to the United States Army Golden Master Program, Windows 7 Enterprise (government version). This software upgrade will be coordinated between government personnel from the Meteorology and Simulation Division and the Network Enterprise Center (NEC) personnel at YPG. The installation of the Windows 7 software and the most current approved LabVIEW software applications will be coordinated and installed by government NEC personnel with administrative privileges. The contractor will upgrade and/or install new hardware controllers necessary to be compatible with Windows 7 along with all application software used for controlling the test chambers. The upgrade shall include all other associated hardware components or modifications necessary to bring the test facilities to full operational status to run on Windows 7 Operating System (OS). The operating system software will be upgraded to the government's version of Windows 7 OS. The main application software shall be based on the most current Certificate of Net worthiness (CON) approved version of LabVIEW by National Instruments. Three of the five climatic facilities currently have remote log in access to the test chambers through the YPG network system using authorized VPN accounts. These three facilities shall incorporate the same remote log in access capability after the upgrades are completed. Background: The U.S. Army Yuma Proving Ground (YPG), Yuma Test Center (YTC) located in Yuma, Arizona has several test facilities with temperature conditioning chambers used to perform tests under simulated environmental condition. The climatic test facilities are currently operating on older versions of Windows XP and Vista software and older hardware that is incompatible with mandated current network software requirements. Windows XP is not longer supported by Microsoft. These test climatic chambers are set up to allow remote monitoring and control using the YPG network through authorized Virtual Private Network (VPN) accounts during off duty hours, which is an essential function of the test monitoring requirement. The remote capability also allows operators to make any necessary adjustments to the test chambers without having to be on site at the installation. Without this remote capability, the alternative would require having technicians on a 24 hour shift work schedule to monitor a test program that can generally last for weeks to months in duration, depending on the test requirements. It is our intent to award a firm-fixed price contract. The Government's determination on how to compete the proposed requirement will be based on market research and responses to the notice; and is at the discretion of the Contracting Officer. The current capabilities of industry, to include large and small business, must be confirmed. As such, all eligible large and small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this source sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbizopps.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. This Sources Sought Synopsis is issued for maximizing competition.
