Description
Sole Source Justification This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center(SWFSC) located in La Jolla, Ca on a sole source basis with Informatica, Inc. The proposed contractor will incorporate information from fisheries forms into an enterprise database system managed by SWFSC. These forms will be completed by commercial fishermen, port samplers, data editors and personnel involved with the unloading and sales of commercial fish products from catcher vessels. The forms include fishing logbooks, size and species sampling forms, unloading logsheets and other related commercial fishery forms. This process requires interpreting information that is listed on the forms and applying various business rules using previously gained, unique knowledge of the types of fisheries data being supplied. Data are sometimes recorded in free-form text values, sometimes following formats that differ between submitters of the same type of form, that must be interpreted and corresponding values entered into a complex web-based data entry system. Period of performance is anticipated to be September 30, 2014 through December 31, 2014. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures with an estimated value of less than $100,000. Proposed contract will be for Data systems entry for the Southwest Fisheries Science Center located at 8901 La Jolla Shores Drive, La Jolla, Ca. 92037-1508. Proposed contract will accomplish the following tasks: Contractor shall Process forms according to standardized procedures established by project lead. Forms are to be sorted and group by trip and placed in file folders labelled according to standardized procedures described in a processing manual provided by project lead. All persons with access to the forms must sign and submit to project lead a non-disclosure agreement indicating that they have read and understand NAO 216-100 Protection of Confidential Fisheries Statistics. Enter data from paper forms into a web-based data management system (DMS). Data entry procedures as documented in a processing manual provided by project lead. No more than 2 data entry clerks will perform the data entry and each must submit to project lead a non-disclosure agreement indicating that they have read and understand NAO 216-100 Protection of Confidential Fisheries Statistics. The North American Industry Classification System Code (NAICS) of this procurement is 518210 with a small business size standard of $30K. It is the Government's belief that only Informatica, Inc. can provide these services. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately 09/30/2014 through 12/31/2014. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Responses must be faxed to Pamela G. The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
