- Sole Source Justification The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, firm-fixed price contract for six (6) month evaluation and training on Laboratory Lean Six-Sigma principles under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1 to Sorenson Forensics, LLC, 2511 S. West Temple, Salt Lake City, UT 84115. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Sorenson Forensics. They are the only known company that currently performs serology and STR DNA analysis in addition to using, teaching and consulting on the Lean Si-Sigma management methodologies and has the ability to provide Green Belt Certification to FBI staff. Sorenson Forensics has a distinctive approach to the mapping process because, the like DCU, are an ASCLD/LAB accredited facility that performs DNA testing. Based on the above it has been determined that Sorenson Forensics is the only company that can meet the needs of the FBI. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 10:00 am, EST, September 2, 2014, by email to the attention of Lynda M. Theisen, Contracting Officer, at Lynda.Theisen@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. In addition, the FBI will be using a new financial system on 10/01/2013 that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information on 10/01/2013. Please ensure that your company's SAM information updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
