- The Department of Justice (DOJ), Justice Management Division, Finance Staff, intends to award a sole source purchase order to The Bank of New York Mellon Treasury Services, 610 West German Pike, Plymouth Meeting, PA, to provide third party draft payment services. The authority permitting soliciting only one source is based on FAR 13.106-1. Mellon possesses DOJ's third party draft stock for these types of payments. It has been determined that, based on the number of checks processed which diminishes as companies convert to payment via EFT, the cost for implementing these services with another bank, to include the cost of changing the DOJ accounting system, would be time consuming and costly for all parties. Responses received as a result of this notice of intent will not be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon any written responses to this notice, is solely within the discretion of the Government. Responses must be provided to the attention of Michelle Wall. No telephonic responses will be accepted on this action.
