- Supreme Headquarters Allied Powers Europe (SHAPE) intends to issue an Invitation for International Bid (IFIB) for the provision of Human Resources Data Services (HRDS) Applications Maintenance and Support at SHAPE Headquarters in Belgium. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be nominated to the bidders list by the U.S. Government, and 4) have performed at least three contracts within the last five years substantially similar in scope and magnitude to the requirement described in the solicitation. Contractor personnel responsible for providing the required services will be required to have individual security clearances at the level of NATO SECRET. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to SHAPE the required NATO security clearance certifications. The reference for the IFIB is IFIB-ACO-SH-14-24. REQUIREMENT The contractor shall provide on-site services at SHAPE that will deliver applications maintenance and support for the various systems that comprise the HRDS systems. The systems will include the Automated Personnel Management System (APMS) and the Force Generation Management Tool (FGMT), both based on Allocate Software's Allocate Defense Suite (ADS); the Establishment Review Tool, a bespoke system based on Python code; the ACO/ACT & Missions Identification System (AMIS), based upon Creative Information Technology Inc.'s manageID Suite; and the Integrated Security and Inprocessing System (ISIPS), a bespoke system based upon VB6 and.NET technologies. The services shall include development and maintenance of several key components of the HRDS systems including Microsoft SQL database objects; SQL Reporting Services Reports;.NET-based code and workflows; Python-based code; and MS Office Visual Basic for Applications (VBA). In addition, the services shall include providing remote and onsite technical support and assistance to the HRDS systems' users. BECOMING ELIGIBLE TO BID NATO ICB requires that the NATO member governments nominate potential prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 29 September 2014 IFIB release: 02 October 2014 (projected) Bid closing: 02 December 2014 (projected) Period of performance: 01 February 2015 to 31 January 2020 (subject to Budget Committee approval; otherwise the contract will be awarded for a base period (01 February 2015 - 31 December 2015) plus four option years (01 January - 31 December).
