- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91248-14-T-0044_01 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $7.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-09-03 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Fort Campbell, KY 42223 The MICC Fort Campbell requires the following items, Brand Name or Equal, to the following: LI 001: Brand Name: Haefety-Hipotronics Type 5250-15-A with H-Flash Acoustic/Magnetic listening device, 8526 Test Pin Bushing Adaptor, 8527 15kv feed-through connection Elbow Adaptor and 8530 direct connection Elbow Adaptor High Voltage Cable Fault Locator 1.The High Voltage Cable Fault Locator: shall have or contain the following basic features: a.Shall be a High Voltage Capacitive Discharge Unit, commonly called throughout the Utility Industry as a ?Thumper?. b.Highly portable utilizing an integral 2-wheel hand cart type design. c.Protected from the elements by weatherproof/waterproof cabinets d.May be operationally powered by either a standard 120-volt, 60-Hz source or by an onboard rechargeable battery. e.Contain an onboard battery charger. f.Determine distance to end of cable and distance to fault by Time Domain Reflectometry (TDR) technology contain within a software driven controller. g.Capable of being operated under the command of the TDR Controller or manually. h.Shall include an Acoustic/Magnetic Listening device for pinpointing fault location. i.Shall include but not limited to the following Cable Connection Equipment: one (1) Bushing Adaptor Test Pin, one (1) 15kv Feed-through Elbow Adaptor, one (1) 15kv Direct Connection Elbow Adaptor, 50-feet of High-Voltage Test Cable, 25-ft of Safety Grounding Cable, one (1) Grounding Clamp and one (1) Vise-Grip Clamp. 2.The TDR Controller shall have or contain the following features: a.Shall have a Windows based operating system. b.LCD color display monitor measuring not less than 10-inches diagonally c.Measuring Accuracy within and not to exceed 2.75 feet. d.Pulse Amplitude of not less that 25-volts into 25-ohms impedance. e.Pulse Width Range between 100-nanoseconds and 20-microseconds. f.Sampling Rate of 100-megahertz. g.Measurement Range from 1-foot to not less than 195360-feet or (37-miles) h.Trace Storage of not less than 16 cable trace images. 3.The HV Capacitive Discharge Unit shall have or contain the following features: a.Two (2) Selectable Pulse Output Voltage Ranges of 0 to 7500-volts and 0 to 15000-volts. b.Capable of a Controlled Energy Output of not less than 1000-joules at 15000-volts. c.Capacitance of not less than 8.9 microfarads at 15000-volts d.Capacitor charging time not exceeding 10-seconds e.DC Voltage Proof Test of not less than 15000-volts, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Campbell intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Campbell is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The Buyer is allowing Sellers to submit bids for alternate products as long as the bid specification 'Brand Name or Equal' the requested specification. Sellers MUST enter exactly what they are bidding (including make, model, and description) into the blank description field in order for the bid to be considered. Contract provision 52.211-6, Brand Name or Equal, is incorporated as part of this solicitation. If offeror is providing other than the brand name requested, descriptive literature must be included. This can include illustrations or drawings. This information must be provided no later than the closing date of the solicitation. If an equal is provided, descriptive literature must be included as requested, or the offer will not be considered. The Contracting Officer is not responsible for locating or obtaining information not identified in the offer. Sellers understand that FedBid ranks all Bids by price; however, pursuant to applicable Acquisition regulations and/or departmental guidelines, Buyers may use criteria other than price to evaluate offers. If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.10.
