Description
This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included herein. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issues as a request for quotes (RFQ) for the purchase of a particle Size Analyzer. Any quotes/proposals must meet the detailed requirements below. 1.1.The analyzer shall conform to the standards detailed in ISO 13320, Particle size analysis Laser diffraction methods. 1.2.The analyzer shall be capable of analyzing nominally spherical powders with size distributions ranging from 0.5m to 150m. 1.3.The analyzer shall include a liquid sampling apparatus with integrated sonication capability to disperse, and prevent agglomeration, of particles. 1.4.The analyzer shall be designed to accept the addition an aerosol or dry-powder sampling apparatus at a later date. Note: This is to enable future addition of a dry powder analysis capability; the dry powder sampling capability is not a part of this procurement. 1.5.The liquid sampling apparatus shall include auto fill, auto rinse, and auto dilution capabilities. 1.6.The analyzer shall have automatic functions for zeroing the detector(s), aligning the laser beam(s), and performing self-tests prior to specimen analysis. 1.7.Any computer, controls, or software required for operation of the analyzer shall be provided. 1.8.The software analysis tools shall allow for customization of data output. At minimum the system shall report average particle size, provide a histogram of particle sizes measured, fit a log-normal distribution to the data with goodness of fit statistics, and export directly to Microsoft excel. 1.9.Certification of Conformance calibration documentation traceable to NIST standards shall be delivered. 1.10. Any specialized calibration equipment necessary for normal operation shall be included. 1.11.A one year warranty including product support and maintenance shall be included. 1.12.Onsite installation, acceptance testing, and training shall be included. The provisions and clauses in their RFQ are those in effect through FAC 2005-73. This procurement is a total small business set aside. The NAICS Code and small business size standard for this procurement are 332994 and 1000 employees. All responsible sources may submit an offer that will be considered by the agency. The government intends to acquire these commercial items using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR part 13. Offers for the item(s) described above are due by 9/12/2014 by 4:30pm EST via email to: Daniel.m.saccomando@nasa.gov and must include, solicitation number, proposed performance schedule, discounts/payment terms, warranty duration (if applicable), DUNS, cage code, and the country the product is manufactured. FAR 52.212-4, Contract Terms and Conditions is applicable. ADDENDUM TO 52.212-4 are as follows: 1852.215-84 Ombudsman. (NOV 2011), 1852.223-72 Safety and Health (Short Form). (APR 2002), 1852.25-70 Export Licenses (FEB 2000), 1852.237-73 Release of Sensitive Information (JUN 2005).
