- Technical Services for Noise Induced Hearing Loss Study The proposed contract action is for commercial items which the Naval Medical Center San Diego intends to solicit on a sole source basis under the authority of FAR 13.106(1) (b) (1) (i). This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, University of Miami at 1400 NW 10 Ave Rm 1007P, Miami, FL 33136-1000. All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR subpart 12.6, using Simplified Acquisitions Procedures for commercial items found at FAR 13, as supplemented with additional information included in this notice. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-14-T-0304 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 541990: Size: $15.0M. This is an unrestricted action. The contractor shall provide technical services for noise induced hearing loss study in accordance with the Statement of Work (SOW): Performance period: 16 September 2014 - 15 September 2015. CLIN 0001: Technical Services for Noise Induced Hearing Loss Study; Quantity: 1; Unit of Issue: Each; Price: _______________; Extended Price: _______________ To Include: (1) Process Range Safety Saliva Samples for genetic analysis. (2) Informed by SNP analysis and previous work screen processed samples against candidate genes associated with hearing loss. (3) Perform analysis of how the genetic findings relate to the hearing loss patterns and hearing history in the study of the population. (4) Provide critical analysis of the hearing loss data obtained in the study. STATEMENT OF OBJECTIVES (SOO) Noise Induced Hearing Loss Study Naval Medical Center San Diego NOTE TO OFFERORS: This Statement of Objectives (SOO) outlines the overall performance objectives for this requirement. It is the Naval Medical Center San Diego's (NMCSD) intent to provide the maximum flexibility to allow each Offeror to propose an innovative approach and solutions using proven processes, methods, standards and technologies. Offerors shall use the SOO with other applicable portions of this RFQ as the basis for preparing their proposal. Offerors shall ensure that all aspects of the SOO are thoroughly addressed in their proposals. 1.0 Background Noise induced hearing loss is a major problem in military operations and in the civilian population. One of the difficulties in studying noise induced hearing loss is associated with finding a population of individuals with predictable yet unavoidable noise exposure. A population of noise exposed individuals with relatively predictable noise profiles has been identified at Marine firing ranges in the Southern California area of operation. Utilizing the population of range safety instructors (RSI's) - that is the individual who are the range instructors- we can study the effect of repetitive impulse noise. This study will allow us to better track and predict hearing loss and better protect against noise induced hearing loss. 2.0 Scope The purpose of this SOO is to secure research support for this study from an expert individual with an academic position and a military background. The Contractor shall provide the following services to include overseeing project design, project oversight, and project performance. The contractor will also perform data analysis, project write-up for scholarly presentation, and required executive summaries to the funding agent. In addition, the contractor will review DNA analysis and analyze if further genome testing is required. The contractor will do this in exchange for 3.0 Objectives 3.1 To determine the incidence and progression of acoustic injury among Marine Corps RSIs. This will involve two different approaches as follows: 1) determination of TTS with pure-tone audiometry and DPOAEs by comparing Screening/Baseline and post-firing test results and 2) determination of changes in hearing thresholds by comparison of baseline pure-tone audiometry and DPOAE test results with those for post-training and post-recovery at 1, 3 and 6 month intervals. 3.2 To characterize the noise exposure conditions of Marine Corps RSIs during weapons training sessions. 3.3 To evaluate whether variations in cortisol and α-amylase levels are correlated with short term (TTS) and/or long term (PTS) NIHL loss in a cohort of Marine Corps RSIs administering weapons training and followed for up to six months. 3.4 To determine if the presence of specific SNPs is associated with short term and/or long term NIHL in a cohort of Marine Corps RSIs administering weapons training and followed for up to six months. 3.5 To determine if pre-existing hearing loss is predictive of increased risk of TTS and/or PTS in a cohort of Marine Corps RSIs administering weapons training and followed for up to six months.
