Marc Zurasky Purchasing Agent US Dept. of Commerce, NIST Colorado 80305 (303)497-3246 Marc.zurasky@nist.gov Item: Sapphire Cavity Spacer This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal number is NB68800-14-04515. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33 Effective on April 08, 2014. NAICS 334516 with a business size standard of 500 The National Institute of Standards and Technology is looking to purchase:  1 Sapphire Optical Cavity Spacer machined to the specifications detailed below and included in the attached drawings and any undamaged excess raw material. NOTE: see attached Statement of Work, and Drawing - for detailed item descriptions. Delivery Date: NLT 9weks ARO. Quotes need to include pricing and delivery. Place of Performance: Boulder, CO North American Industrial Classification System (NAICS) code for this procurement is 334516 and the business size standard is 500. This solicitation will end on September 4, 2014, 05:00 pm MST. Quotes received after this time will not be accepted. The government will review each contractor's capability to determine which contractor is best suited to meet the government's needs. Please send quotes and questions to marc.zurasky@nist.gov Quotes shall reference solicitation #: NB688000-14-04515. Quoted prices shall include any and all charges that may apply. The Government reserves the right to award to the lowest priced, responsible contractor whose quote conforms to the solicitation and the attached Statement of Work. However, Due to the stringent reliability requirements of the project the supplier must have particular experience machining hard materials such as sapphire and a demonstrated track record of producing large single-crystal parts with the precise geometrical tolerances. This is significantly more important than cost or price. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Items and 52.215-5, Facsimile Proposals applies to this acquisition. Submit signed and dated quotes on company letterhead. The contractor must be registered in the System for Award Management (SAM) database. Offerors must be registered in the Online Representations and Certifications system at http://orca.bpn.gov. Clauses and provisions may be accessed via the internet, http://farsite.hill.af.mil. The following FAR clauses 52.212-4 Contract Terms and Conditions-Commercial Items are incorporated into this RFQ and are amended to add the following FAR clauses: 52.204-7 Central Contractor Registration, 52.252-2, Clauses Incorporated by Reference, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following additional FAR Clauses are applicable: 52.219-6, Notice of Total Small Business Set-Aside; 52.222-3, Convict Labor; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers With Disabilities; 52.222-50, Combating Trafficking in Persons; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. The following DFARS clauses apply 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders specifically the following clauses under paragraphs (a) and (b) are applicable; 252.204-7004, Alternate A. This contract incorporates one or more clauses by reference, with the same force and effects as if they were given in full text.
