- Notice of Intent This ?Notice of Intent? is not a request for quote and a solicitation will not be issued; however, all proposals received prior to the closing date of this notice will be considered by the Government. The Department of Energy (DOE) intends to award a sole source contract to Navigant Consulting, Inc. to procure license agreements for the use of research reports and files providing detailed market analysis, technology cost and performance, alternative fuel use, consumer opinions and behaviors, sales data, and forecast of advanced powertrain and alternative fuel vehicles for the Office of Energy Consumption and Efficiency Analysis (OEA, EI 32) in the Energy Information Administration (EIA). In accordance with Competition in Contracting Act, 41 U.S.C. ? 3304(a)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency, no later than the closing date and time of this notice. Responses must be in writing, by e-mail to the Contract Specialist at daniel.fordham@hq.doe.gov. The e-mail shall contain the following subject line: Response to Notice of Intent ? Navigant Consulting, Inc. Subscription Services. Please submit all information no later than September 3, 2014, 3:00 PM Eastern Time.
