- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (I) This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (II) Solicitation number W912LM-14-T-8008 is hereby issued as a RFQ, (Request for Quote). (III) The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. (IV). This requirement is 100% set aside for small businesses. Interested offerors must be registered in the System for Award Management (SAM). Firms can register via the SAM internet site at https://www.sam.gov/portal/public/SAM. The associated North American Industry Classification System (NAICS) code for this procurement is 519190. (V) Scope of this project involves: - Access to a web-based standards management solution to gain access to a custom collection of engineering, safety, and technical standards. - The web-based system must have copyright protection, search functionality, and revision control. The system must be able to export standards into Adobe PDF format. - The custom collection of engineering, safety, and technical standards include: - BICSI Manuals and Standards Collection - Custom Collection 12675 (NFPA, TIA EIA) a. NFPA 70 b. NFPA 101 c. NFPA 780 d. NFPA 1006 e. IEEE NESC f. TIA-222 g. TIA 568 (Set; Current revision C Aug 2012) h. TIA 569 (Set; Current revision C Aug 2012) i. TIA-606 j. TIA-607 k. TIA-758 l. TIA-1019 m. BICSI TDMM n. BICSI OSPDRM - Goldfire Subscription - Network Licenses for Applications/Services - The system must be able to service multiple locations and concurrent user licenses. (VI) The intent of this solicitation is to award a contract for the items listed in (V) above. (VII) The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror-Commercial, applies to this solicitation. (VIII) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered as per provision at 52.212-2, Evaluation -- Commercial Items.
