Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation for commercial services is being conducted in conjunction with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation WHIAAPI-2014-TA is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. The solicitation is a Total Small Business set-aside. The NAICS Code is 611430, Professional and Management Development Training, and small business size standard is $11M. All prospective awardees are required to register in the System for Award Management (SAM), which replaced the Central Contractor Registration (CCR) database, and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. Vendor selected for an offer from the Department will need to provide Offeror Representations and Certifications prior to any award. The U.S. Department of Education, White House Initiative on Asian Americans and Pacific Islanders has a requirement to provide technical assistance, in the form of in-person training sessions, to national AAPI organizations in ten cities throughout the nation. The anticipated award is firm-fixed-price. The Statement of Work is uploaded as a separate attachment. Quote Instructions - Organization and Content of the Quote The quote must contain all information necessary to determine that the organization can meet the technical requirements presented in the statement of work (SOW). The quote shall be limited to five (5) pages to include the following (page limit does not include corporate experience information requested below). The quote must be organized into the following parts: Volume I - Technical Quote Volume II - Price Quote The Technical Quote shall include the following: - Narrative demonstrating organization's understanding of the scope of work and the requirements set forth in this SOW, specifically addressing experience performing comparable work in each the following areas: * Designing culturally appropriate Asian American and Pacific Islander grant curriculum and tools targeting the Asian American and Pacific Islander nonprofit and community volunteer sector in each of the 10 Federal regional areas. * Providing direct technical assistance and training to Asian American and Pacific Islander community leaders and nonprofit organizations with a special focus on health issues and engagement with the Asian American and Pacific Islander nonprofit and community volunteer sector. * Knowledge and demonstration of engagement with a cross section and diverse array of Asian American and Pacific Islander community based organizations throughout the United States and including the Federal States of Micronesia. - Narrative demonstrating a thorough understanding and knowledge of the WHIAAPI community culture and needs. - Summary demonstrating the organization's knowledge and expertise working with diverse groups. - Examples of curriculums the organization has previously developed such as video of, links to, or sample curriculum. - Management Proposal - Corporate capability and experience (not to be included in page count) - the quote shall include information of at least three (3) projects the organization has completed within the past three (5) years which were similar in scope and size to the SOW. Include Name of the Contracting Agency, Contract Number, Period of Performance, Total Contract Value, and Brief Description of the Services Performed. The Price Quote must include a firm-fixed price quote to meet the requirements identified in this request for quote. The price quote shall include an itemized spread sheet that covers all the fixed prices for the requirements. The firm fixed price quoted shall be inclusive of cost relating to the requirements including, but not limited to: - Development of curriculum and implementation of ten (10) trainings including up to two trainers at each training session; - Curriculum printing during the training sessions, personnel, equipment, tools and any other miscellaneous costs necessary to complete the trainings. Quote Evaluation The Government will offer a contract resulting from this RFQ to the responsible contractor whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (i)technical quality (ii)corporate experience (iii)price Technical and corporate experience, when combined, are more important when compared to price.
