- Statement of Work ASSESSMENT CENTER TRAINING - OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION STATEMENT OF WORK I. INTRODUCTION Facilitation Training Services are needed to provide support to the Occupational Safety and Health Administration (OSHA), Region II, to increase overall effectiveness and to develop managerial, employee, and organizational capacity within the Agency. II. BACKGROUND A component of this support includes developing an assessment center capability within OSHA. The assessment center method is a way to see and evaluate individual's effectiveness by observing them in action. In an assessment center, participants work through simulations -- realistic, job-related tasks. Specifically trained assessors observe the people at work, and then meet in consensus sessions to evaluate their effectiveness through a structural consensus process. There are two main reasons to conduct assessment centers. The first is for selection -- the assessment center develops information on people's skills that selection officials use to distinguish among otherwise equally qualified candidates for the job. The second reason is for development -- the assessment center feedback process helps both the assessors and participants strengthen key management skills. Assessment centers are for development only, not as part of a selection process. This means that the feedback participants receive at the assessment center is for their use only. It is not shared with others at the center, and no record of the feedback is shared with agency leadership. An assessment center is not like other evaluation processes. It offers people a chance to demonstrate how they solve problems and to get feedback on their strengths along with ideas for improving their effectiveness. The process is not designed to look for mistakes people make, or what they might do "wrong". It examines foremost what people demonstrate they can do, and because of this positive orientation, has a very powerful effect on people's motivation to develop and make better use of their leadership skills. III. SCOPE The scope of work will involve conducting the assessments centers and providing feedback to the staff. IV. STATEMENT OF WORK With Government direction the contractor shall administer a method to analyze employee's and identify their strengths and weaknesses. Contractor will conduct sessions and will provide two assessment centers with up to twelve employees' each, consisting of 5 work days in duration each with the last day being devoted to mentoring of employees. The centers will evaluate the communicating, interpersonal, thinking skills and identify strengths and weaknesses of each participant. Contractor will provide experts to review, analyze and report findings to the participants. After initial evaluations are completed, assessors give detailed feedback to participants on a one-to-one basis, including: demonstrated strengths, areas in which less effectiveness was observed. Both the giving of this feedback and the receiving of it has great developmental impact on assessment center assessors and participants. V. PERFORMANCE REQUIREMENTS SUMMARY AND REQUIRED DELIVERABLES Developing assessments to evaluate training effectiveness or competency development. Development or evaluation of customized or off-the-shelf products that collect or process data to measure, test, evaluate or assess learning outcomes. Performing training evaluations, testing, measurement or assessments. Evaluating tests, testing products and testing strategies. The following will be required from the contractor: • Plan Assessor Training: Plan two 5 day assessor trainings; provide employees with opportunities to strengthen their leadership skills. Provide training materials. • Conduct Assessor Training: Conduct 2 assessor training sessions over a 5 day period each. Provide trainers and all necessary materials. • Conduct 2 assessment centers: Working with OSHA staff plan and conduct the assessment center trainings. Plan and provide training for up to 24 participants. Provide trainers for the assessment center and all training material. VI. PERIOD OF PERFORMANCE Period of Performance: 9/29/2014 - 7/31/2015 Planning/Development Phase begins September 29, 2014. Training preferred to be scheduled to begin in November 2014. Both training sessions should be completed no later than July 31, 2015 VII. GENERAL ACCEPTANCE AND INSPECTION CRITERIA Inspection and acceptance of all work, reports and other deliverables shall be at 201 Varick Street, Rm. 670, New York, N.Y. 10014. General quality measures include accuracy, clarity, format and timeliness. VIII. PLACE OF PERFORMANCE The assessor training and assessment center will be held in Sayreville, New Jersey at a mutually agreed-upon schedule. IX. TRAVEL COSTS Travel costs will be covered as other direct costs under this contract. X. QUALIFICATIONS The Contractor shall be required to provide the necessary personnel to accomplish each assessment center. Contractor qualifications must include 5 or more years of experience as a trainer and facilitator skilled in the assessment center process as designed for Federal government managers. Contractor should also possess or develop a working knowledge of OSHA's mission and functions prior to conducting assessment centers. XII. SUBMISSION: Quotes should be submitted via email no later than Wednesday, September 10, 2014, at 4pm Eastern Time, to the following email addresses: reynolds.debra@dol.gov, kha.binh@dol.gov, judson.brenda@dol.gov, cheatham.sandra@dol.gov Offerors shall provide the following information when submitting the quotation: 1. Capabilities Statement 2. Credentials of presenters 3. Agenda of content and activities to be delivered 4. Sample of participant handouts and other materials 5. Sample of PowerPoint presentation, if used 6. At least three references from customers, preferably other Federal agencies, for which you have provided similar training and facilitation. References should include a description of the service, date of delivery, name, and telephone number of the customer to contact. 7. Quotes must fully and timely be submitted through www.FedBizOpps.com 8. Active DUNS Number XIII. EVALUATION: In determining which Offeror represents the best value to meet the Government's needs, the Government shall evaluate responses using the following evaluation criteria that are listed in descending order of priority: 1. Proposed technical approach to include: a. Inclusion of training content areas as listed in the Statement Of Work Section V b. Appearance and quality of sample handouts, materials and activities; 2. Subject matter knowledge/Staff Credentials Past Performance (with references) a. Experience conducting similar training; b. Experience working with Federal Government audiences. 3. Price. Technical factors 1 & 2, when combined, are significantly more important than price. In addition to the technical evaluation of proposals, DOL reserves the right to request specific information from individual contractors. XIV.
