Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a Solicitation Announcement. No contract will be awarded as a result of this announcement and no reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up request. It is a market research tool being used to determine potential and eligible Financial Institutions that are capable of providing the services described here prior to determining the method of acquisition and issuance of a Request for Proposal. The North American Industry Classification System (NAICS) code for this procurement is 522110 The U.S Department of Treasury, Bureau of Fiscal Service, Settlement Services Division, is looking for a Financial Institution that can provide a broad range of Payment Processing and Card Acquiring Services that consist of Credit and Debit Card payment transactions with; Visa, MasterCard, AmEx, Discover, EBT and Pin Debit networks. Currently there are 650 agency accounts (chains), 5,000 merchant locations (merchant ID's), 7,100 POS devices (terminal ID's), multiple custom Point of Sale(POS) solutions and growing. The Financial Institution will provide these specific services that are comprehensive in range of merchant services. The purpose of the resultant contract is to provide a full service Payment Processing and Credit and Debit Card Acquiring Banking Services and other related services for the sole purpose of handling all payment transactions. The Financial Institution will be responsible for providing 24 hours a day, 7 days a week readiness of all payment transactions and settlement data through fulfillment in a standard data format to an internal data warehouse. This procurement is anticipated to be full and open to Financial Institutions, and the resulting contract will be awarded and administered by the Settlement Service Division, Washington, DC. The contract is anticipated to be a firm fixed-price performance-based contract with a two year base and four 12 month 1-year option periods. The majority of work under this contract will be performed at the Financial Institutions location. A narrative statement of qualifications/capabilities should be submitted in response to this sources sought notice. Questions that must be addressed include: 1) A brief description of your Financial Institution that includes a job classifications and number of employees in your company? 2) What is your company's primary or secondary NAICS code? 3) What experience does your company have in handling Payment Processing and Credit and Debit Card Acquiring Banking Services and Other Related Services? 4) What experience does your company have in maintaining a 24/7 Payment Processing and Credit and Debit Card readiness payment transaction service? 5) Please explain the scalability of your payment processing environment to different software/hardware interfaces. 6) What experience does your company have in handling sensitive, electronic, information? 7) How will your management structure support my agency and our many customers? Interested Financial Institutions may submit a capabilities statement, which shall include the answers to the above questions. The capability statement should also include the following: (1) Name of business; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) DUNS number, business size and classification. Responses shall not exceed ten (10) pages. Responses shall be submitted via email to evelyn.daval@fms.treas.gov and should be received by 4pm EST, Tuesday September 10, 2014.
