Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 6.302-1. The Bureau of Labor Statistics (BLS) intends to award a sole source, firm fixed price purchase order to Amazon Mechanical Turk to provide online computer assisted coding. The Office of Safety and Health (OSHS) has investigated the use of computer-automated coding of worker injury narratives in the Survey of Occupational Injuries and Illnesses. OSHS has tasked the Office of Survey Methods Research (OSMR) with developing a computer-assisted coding procedure to increase accuracy while also reducing coding time and costs. The research in need of funding is part of a larger, multi-phase project. This phase involves an online categorization task that approximates the OSHS coding task. Participants in this study will categorize text narratives with the assistance of simulated suggested codes. OSMR will design several interfaces in order to determine how best to support manual coding as requested by OSHS. This research requires a large sample of research participants with coding experience in order to have sufficient statistical power to identify improvements to accuracy and efficiency. Given the very limited population of OSHS coders and the value of their time, it is not possible to conduct the necessary research using OSHS coders. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
