- THIS IS A SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of market research being conducted by the Air Force to identify capable potential sources. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive. The proposed North American Industry Classification Systems (NAICS) Code is 3364 - Aerospace Product and Parts Manufacturing / 336414 - Guided Missile and Space Vehicle Manufacturing, which has a corresponding Size Standard of 1000 employees. The U.S. Air Force Space and Missile Systems Center (SMC) MILSATCOM Program Office intends to release a solicitation to acquire enhanced ground based X-band anti-jam capability for the Wideband Global SATCOM (WGS) satellite constellation. The contracted effort shall provide hardware/software upgrades to the WGS Global SATCOM Configuration Control Element (GSCCE) ground control system to leverage existing satellite telemetry and functionality to detect, locate, and respond to WGS X-band jamming events. The anti-jamming solution shall be operable with all WGS satellites via a software patch. Interested parties must submit an unclassified Statement of Capability (SOC) within 15 days of this announcement, demonstrating knowledge of WGS satellites and ground systems including hardware design, test procedures, individual spacecraft configurations and orbital procedures. The SOC shall not exceed 5 pages (each page is 8 ½" by 11") in length. The contractor must possess or be able to obtain necessary security clearances. The period of performance is four (4) years and will begin in FY15, with fielding of the capability to commence no later than FY17. The projected Request for Proposal (RFP) release date for this effort is expected to be September 2014. This synopsis is for information and planning purposes only; it does not constitute a RFP. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. Responses from small business and small, disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. The Government will not reimburse the respondents for any costs associated with their responses in submission of a SOC. This synopsis does not constitute a Request for Proposals (RFP), or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. The Government will evaluate the information provided, use it to document our market research and develop the RFP. In addition, the Government will use its evaluation of the information and other research to determine the sources that appear qualified to perform the work required by the Government. Information received will be considered solely for the purpose of determining type of procurement.
