- Sole Source Justification: Mass Crane and Hoist The NOAA Office of Ocean Exploration/OKEANOS (OER), 2578 Davisville Road, North Kingstown, Rhode Island, intends to purchase an 8 Ton Overhead Bridge Crane for use in its facility at Quonset, RI. Mass Crane and Hoist Services Inc., 72 Progress Avenue, Tyngsboro, Massachusetts has been identified as the only known source that can provide the Overhead Bridge Crane needed to support lifting 20 feet ISO containers by the ends. Description of Services Required (Statement of Work): SCOPE: NOAA OER currently has an 8 ton overhead bridge crane, (previously provided by Mass Crane and Hoist Services Inc.) mounted on two runway members. OER has a need to duplicate the bridge crane to support lifting 20 feet containers by the ends. Because of the building configuration, there is not enough overhead height to lift a container from above; however, there is enough room to lift by the ends. The load rating of the existing bridge crane is marginal for the container weights, particularly if top-lift equipment is required. PERIOD OF PERFORMANCE: The work required will be delivery and installation of the bridge crane and include additional electrical requirements. The contractor will provide certified load testing documentation. The completion time is ten weeks from notice to proceed. TECHNICAL REQUIREMENTS: The overhead bridge crane shall meet the following requirements: • Installation shall be (1) - 8 ton x 27'-3"span R&M top running single girder crane to be installed on the existing long runway at the site. • System shall be completely compatible with the structural runway beam steel, rails and electrification that currently exist on the site. • Hoist shall be an R&M SX Series electric wire rope hoist - H4 rated to exactly match existing hoist. • Hoist shall include an electric motor brake an electromechanical load limit up to 110% capacity, thermal motor protection and a 4 position limit switch. • Hoist lift shall be not more than 29'-6" and available on unit. Maximum hook height shall be 14'-0" to match existing hoist. • Hoist speed shall be not less than 19/3.2 FPM with 4 part "true lift" single reeving. • Trolley speed shall be not less than 65 FPM with Variable Frequency Drive (VFD) Control. • Bridge speed shall be not less than 100 FPM with Variable Frequency Drive (VFD) Control. • Push button control shall be festooned across the bridge on a separate track thus allowing the operator to be safely away from the lifted load. • Crane voltage shall be 460V-3ph-60Hz. • Crane transportation to site shall be included. • Crane installation shall be included. • Rentals for installation shall be included. • Crane start-up and certified load testing shall be included. • Bridge crane to match appearance, dimensions and functionality of existing bridge completely, including color. All third-party components must match those on the existing bridge. • Anti-collision devices shall be installed on each crane to keep cranes at safe distance apart so as to avoid potentially overloading the runways. • Total cost for system shall include complete delivery and installed of the system and specified load limiting and re-labeling of BOTH cranes. Cost to the Government: The anticipated cost to the Government is approximately $42,000.00. Mass Crane and Hoist provided the original overhead bridge crane and have performed the engineering requirements to the electronic stops that would control the positioning of the two cranes when operating on the rails. Mass Crane and Hoist is the only known source that can provide the exact make and model of the overhead bridge crane to complete this task. The Government is not aware of any other vendors that can provide these specialized items. The intended procurement is for an Overhead Bridge Crane which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with the only known source (Mass Crane and Hoist) under the authority of FAR 13.106-1(b)(1)(i). However, all proposals received prior to the close of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue a purchase order to Mass Crane and Hoist at Tyngsboro, MA, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the 8 Ton overhead bridge crane. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified service and supplies that provide the same fit, form and function as the item specified above. Interested firms should provide the experience, list of similar projects successfully completed, examples of previous work products, and confirmation of availability for providing the requirements within ten weeks.. Any responses that provide for any item other than that specified must be accompanied by descriptive literature and show it meets the same form, fit and function. Also include the name, telephone number, and point of contact for businesses or other Government agencies to which it has previously provided these services. Offerors may send their proposal via email to Charlene.a.yaple@noaa.gov. by close of business September 2, 2014. The NAICS code for this requirement is 333923. All responsible sources may submit a quote which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
