- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure a Test Fixture Winch that meets the specifications below. The following is specifically required: General: The required winch will be secured onto a concrete pad at the foot of a hollow 80 foot tall steel fixture. The winch wire rope will be fed from the winch through the top of the fixture and down to the test item that is resting inside and at the bottom of the fixture. The winch then hoists the 9000 pound test item up 40 feet. The test item will remain suspended near the top of the fixture for up to 2 hours until final preparations are made. A customer supplied release mechanism near the top of the test item and attached to the wire rope then remotely releases the 9000 pound test item, which will fall 40 feet inside the fixture to hit the bottom. The winch will need to handle this sudden load release without damage to the winch and/or integral wire rope guides/pulleys. Winch Performance Specifications: 1. Wire Rope Winch (supplied without wire rope; government will supply their own) 2. Winch shall be securely base mountable to a concrete pad (to be mounted by government) 3. Winch shall be removable from concrete pad to allow storage inside when not in use 4. Winch shall have guards to protect operators from mechanical and electrical hazards 5. Winch shall have no sharp edges, projections or hinged devices that could injure personnel 6. Winch shall have means to be electrically grounded with a 1 Ohm maximum resistance 7. Winch shall be designed with a 5:1 static safety factor for load rating 8. Winch motor shall be overheat protected with a current interrupter circuit 9. Smooth Drum for ¾" diameter wire rope 10. Winch drum shall hold at least 250 feet of ¾ inch diameter wire rope 11. Minimum winch load rating of 12,000lbs at 100' lift 12. 208V Three Phase Electric Winch Motor 13. Motor shall be fully enclosed and weather proof 14. Motor shall be capable of operating under 12,000 lb load during full time of lift without over heating. 15. Winch shall be a dual or variable speed, power up and power down system 16. Maximum lift speed: approximately 10 feet /min 17. Minimum lift speed: approximately 2 feet / min 18. Winch shall have mechanical fail-safe features that prevent an unplanned release of the wire rope while the load is suspended. 19. Once suspended the lifted Item will be dropped using a vendor supplied quick release mechanism; therefore any braking mechanisms on the winch must be able to be released after the load is released from the hook. 20. Winch shall have upper and lower adjustable, geared limit switches 21. Winch shall be able to be remotely controlled with a 30 foot (minimum length) cable. 22. Winch shall be provided with necessary electrical devices to meet above control requirements. 23. Winch shall have outdoor, corrosion resistant winch finish. The finish shall not contain Chromates or Cadmium. 24. The winch shall be capable of manually lowering the specified load with a hand crank that is adaptable to be driven by a power drill. The order shall be firm fixed price. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Suite 159, Dahlgren, VA 22448-5114. In order to be eligible for award, firms must be registered in the System for Award Management (SAM), Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. A formal request for quote will not be issued as all items are identified in this synopsis. Quote is due by 09/02/14 no later than 12:00 p.m. (local NSWCDD time) with an anticipated award date by 09/30/2014.
