- Statement of Work Justification for Other Than Full and Open Competition M&R Project Upgrade Generator Control System in Station Switchgear Edward R. Murrow Transmitting Station Grimesland, NC THIS IS A NOTICE FOR SOLE SOURCE PROCUREMENT: The Broadcasting Board of Governors (BBG) International Broadcasting Bureau (IBB), Office of Contracts (CON) Located in Washington, DC intends to negotiate and award a non-competitive commercial items firm fixed price contract to Sandhills Industrial Services LLC, located at 312 Sharpe Road, Columbia, SC 29203 for M&R Project Upgrade Generator Control System in Station Switchgear. The anticipated period of performance will be (90) ninety days. The Anticipated award will occur in September 2014. The statutory authority permitting other than full and open competition that is applicable to the procurement is 41 U.S.C.253(c)(1) which is implemented at FAR subpart 6.302-1 as follows: " when the supplies or services required by the agency from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Based on the needs of the Edward R. Murrow Transmitting Station, 3919 VOA Site B Road, Grimesland, NC 27837, Sandhills Industrial Services LLC aka Gregory Poole of Raleigh, NC is the only know source which has demonstrated ability to produce the services, equipment, supplies and transportation to upgrade/modernization of the generator control system in the station switchgear. In the opinion and to the knowledge of the government evaluator, the contractor is the only one with specialized knowledge of the existing equipment and integrated elements between the generator, switchgear, and utility transmission line. Gregory Poole is the authorized regional Caterpillar Service center for the station's locale and is the current vendor responsible for the station's general preventive maintenance for both the generator and switchgear components. This Notice of Sole Source is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above stated items and attachments. The written response received from the interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Cynthia C. Sugg, Contract Specialist, Broadcasting Board of Governors, International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 4007B, Washington, DC 20237 by Tuesday September 2, 2014 12:00 pm EST. Telephone, email or Faxed responses are not acceptable and will not be considered. No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted.
