Description
This is a Presolicitation Notice Only. No contract shall be awarded from this Presolicitation Notice. The anticipated requirement is for Living Cells (see below list), for Carl R. Darnall Army Medical Center at Fort Hood, Texas 76544. This requirement will be unrestrictred using NAICS code 325413, and number of employees less than 500. The period of performance will be 1 October 2014 through 30 September 2015. This acquisition will be procured under the authority of FAR 12 & 13. The government is anticipating a Firm Fixed Price contract. All interested parties can view, download, and print a copy of the solicitation and any resulting amendments on or about 29 August 2014. All contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: https://www.sam.gov/portal/public/SAM/. Requirement for Living Cells: (1) All cell lines have to be living (2) All cell lines have to be free of contaminating viruses and bacteria (3) All cell lines must occur in a single monolayer (4) Must be available in long tubes for MRC-5, RhMK and A549 cell lines (5) Must be available in shell vial format for Mv1Lu/A549 mixed cells and MRC-5 cells (6) Cells must have associated warranty as long as they are used within the expiration time period (7) Cell monolayers must be greater than 80% intact upon arrival (8) Each cell line should contain sufficient amount of transport medium containing antibiotics that is suitable to maintain viability of the cell line and contain a pH indicator (9) RhMK cells must be provided as monolayers of islands or cords of flat epithelial cells surrounded by other fibroblast cells and cultured in EMEM supplemented with HEPES and FBS (10) RhMK cells must be cultured with antisera to other contaminating simian viruses (11) All cell lines grown in long tubes must be suitable for the detection of cytopathic effect using a standard light microscope (12) All cell lines must be suitable for cell scraping procedures (13) All cell lines must be suitable for commercially available fluorescent staining antibody assays. (14) Cell lines must be provided through weekly recurring shipments of 50 tubes/shell vials that should not exceed 7 days between shipments. (15) Reagents should be capable of being shipped weekly with cell lines or upon immediate request. (16) Cell lines and reagents should be capable of an immediate push shipment in the event of a surge. (17) Reagents: 1. Standard 2% FBS Refeed Medium: available in a minimum volume of 100-ml and contains EMEM with EBSS, 2% FBS, 25mM HEPES, non-essential amino acids, gentamicin at 10 micrograms/ml, penicillin at 50 units/ml, streptomycin at 50 micrograms/ml, amphotericin B 1.25 microgram/ml and sterile. Media must have minimum of 4 months shelf life from time of receipt. 2. Mixed Cell Refeed Medium: defined media with penicillin at 100 units/ml, streptomycin at 100 micrograms/ml, bovine trypsin at 0.5 micrograms/ml and sterile. Media must have minimum 6 months shelf life from time of receipt. (18) Cell lines: 1. Mixed Cell line composed of Mv1Lu and A549 in shell vial format Detectable Infectious agents: 1. Influenza A 2. Influenza B 3. HSV 4. CMV 5. Adenovirus 6. HSV 7. Influenza 8. Measles 9. Mumps 10. Parainfluenza 11. Poliovirus 12. RSV 13. Rotavirus 14. vzv 2. Primary Rhesus Monkey Kidney Cells (long tube cell format) Must be primary fresh animal cell line Detectable Infectious Agents: 1. Influenza 2. Parainfluenza 3. Enterovirus 3. MRC-5, Human Embryonic Lung Fibroblasts (long tube and shell vial format) Origin: Human Embryonic Lung Fibroblasts. Source Max. Passages: 27 Detectable Infectious Agents: 1. Adenovirus 2. CMV 3.
