- Redacted SSJ This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), ONDIEH/NCEH hereby announces its intent to award a sole source firm fixed price purchase order to John Wiley & Sons for the procurement of printed copies of Birth Defects Research Part A. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 13.106-1(b)(1)(i). No other vendors were considered since (1) Birth Defects Research: Part A is the only peer-reviewed journal with a focus exclusively on birth defects and birth defects related topics, (2) John Wiley & Sons owns the legal copyright for the current publication, (3) John Wiley & Sons has historical experience printing this annual birth defects surveillance report since 1999, therefore format, typesetting and other printing aspects have already been established and (4) John Wiley & Sons represents the best value to the government. Other peer-reviewed scientific journals would not publish this type of exclusive birth defects surveillance and research data nor would they devote a supplemental issue each year to this topic. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Interested parties who feel they possess the expertise, experience and ability should submit a capabilities statement to Tonya S. Justice, Contract Specialist, via email at TJustice@cdc.gov. This notice of intent is not a request for competitive proposals, however, the Government shall consider all responses received within four (4) days of this posting, in accordance with FAR 5.203 (A)(1). If no affirmative responses are received within four (4) days, negotiations will be conducted with John Wiley & Sons as the only source and a contract will be issued. A determination by the Government not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government and Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
