- AMENDED AMENDED PRE-SOLICITATION NOTICE Solicitation No. SGE500-14-R-0087 The American Consulate General, Frankfurt hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for: DESIGN/BUILD PHYSICAL SECURITY UPGRADE, BOLLARDS REPLACEMENT, CONSTRUCTION PROJECT AMERICAN EMBASSY, BERLIN, GERMANY. The solicitation may result in the award of one Design Build Firm-Fixed Price Construction Type Contract in November / December 2014. The scope of work requires the successful Contractor to provide professional design services, and construction necessary to meet the requirements of the contract within the established schedules. The project includes but is not limited to security upgrade at U.S. Embassy Chancery Building Pariser Platz Berlin, Germany: • Remove of existing hydraulic bollards and replace with electro-mechanic bollards. A pre-proposal conference and site visit is scheduled for 10:30 hours on October 29, 2014 at the American Embassy Chancery Building Pariser Platz Berlin, Germany. The estimated price for this project is between $1 and $5 million U.S. Dollars for the entire project. Companies interested in the solicitation shall express their interest by written correspondence to the attention of Colum Mullan at the above e-mail address, no later than October 6, 2014using the solicitation number SGE500-14-R-0087 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Name, Telephone and Fax Numbers, and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. The solicitation package/documents shall not be placed on FedBizOpps. Only companies submitting a letter of interest shall receive a copy of the solicitation package/documents when available. Interested companies shall express their interest by written correspondence to the attention of Colum Mullan, at mullanpc@state.gov. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In checking the boxes of this check listing, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. Business Licenses to Work in Germany: In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999) you will be required to provide written certification of authorization to operate and do business in Germany. You will be required to provide information that clearly shows you are able to work in the country of Germany. Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified. Irrevocable Letters of Credit (ILOC): You shall show by way of a letter from a financial institution that your company will be provided with ILOCs totaling 40% of the value of the contract. The amounts being approved by your bank will need to be written into the documentary proof. If you have a Duns number* and have been SAM** registered, please include below. Please note that the requirement to obtain a Duns number and for your company to be SAM registered, will be a mandatory requirement upon contract award.
