- The Naval Sea Systems Command intends to award a FY15-19 production contract for the procurement of Long Range Land Attack Projectile (LRLAP) auxiliary hardware comprised of the EX 813 Munitions Containers (MC), Firing Shape Munitions Containers, EX 181 Propelling Charges (PC) and Firing Shapes (FS) to BAE Systems Land and Armaments L.P., 4800 East River Road, Minneapolis, MN 55421. The LRLAP is a GPS-guided, rocket assisted projectile developed to provide a Land Attack Warfare capability in conjunction with the MK 51 Gun Weapon System (GWS). LRLAP is provided to the ship in the Munition Container, along with the Propelling Charge. The MC is an aluminum transportation, storage, and handling container for the LRLAP round. Due to automated features of the magazine and the MK 51 GWS, the MC is the single component in the system with which the fleet physically interacts. The PC provides the motive force required to fire the LRLAP from the MK 51 GWS. The FS is a mass simulant of the LRLAP with a non-functional guidance, propulsion and warhead section, which provides a cost effective alternative for training and testing. This contract will procure the MC, PC, FS, assessment samples, First Article Test, Technical Data Package (TDP), engineering services, and associated data. These items have not been fielded previously; these parts are auxiliary hardware for the first precision rocket assisted munition in the Navy. BAE Systems is the only qualified source with the requisite knowledge, technical experience, and production capability necessary to satisfy the requirements to procure LRLAP auxiliary hardware in a timely and cost effective manner. The proposed contract action is for supplies or services which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency (Navy) if received within fifteen (15) days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the decision of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
