Description
MK 46 Mod 2 Synopsis The Naval Sea Systems Command PEO Integrated Warfare Systems Surface Ship Weapons (PEO IWS 3.0) intends to award a Basic Ordering Agreement (BOA) for the MK 46 Mod 2 Gun Weapon System to General Dynamics Land Systems (GDLS) without providing for full and open competition. The BOA allows for the placement of Firm F ixed Price (FFP) or Cost-Plus-Fixed-Fee (CPFF) type orders for an ordering period of sixty (60) months from date of award. The contractor shall provide the following: 1) the development of Engineering Change Proposals (ECPs) and Ship Change Documents (SCD); 2) engineering change kits to retrofit the MK 46 Mod 2 and associated equipment; 3) material to support the maintenance and overhaul of MK 46 Gun Weapon System and associated equipment; 4) maintenance and overhaul of MK 46 Mod 2 GWS and associated equipment; 5) associated equipment required for the installation, checkout testing of engineering change kits or ORDALT kits for MK 46 Mod 2; 6) installation, checkout testing of engineering change kits or ORDALT kits of MK 46 Mod 2 and associated equipment, and 7) logistic support products (technical manuals change pages, MRC/PMS, spare parts, Maintenance Assistance Modules (MAMs), INCO kits, training, and training material for approved Engineering Change Proposals. The proposed BOA is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302, and pursuant to 10 U.S.C. 2304(c)(1), NAVSEA intends to award a BOA for the MK 46 GUN Weapon System to General Dynamics Land Systems, 38500 Mound Rd, Sterling Heights, MI 48310-3200. Parties interested in subcontracting opportunities should contact GDLS directly. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement no later than fifteen days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
