Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Mouse Specifics, Inc., 02169, pursuant to 41 U.S.C.253(c)(1)-Only one responsible source and no other supplies or service will satisfy agency requirements. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This procurement is for a Mouse Specifics DigiGait Imaging System. The following is required for the procurement of this requirement: 1) DigiGait Imaging System; quantity (1 each). The Mouse Specifics DigiGait System is a patented gait analysis treadmill system for mice. This system includes the DigiGait Imaging Software Package-Latest Version. This system includes features essential to early and subtle detection of motor dysfunction, which will enable researchers to further identify major motor symptoms in neurodegenerative diseases. The DigiGait system enables study of voluntary and treadmill walking (allowing for a range of walking speeds). DigiGait enables study of over ground (also known as runway or voluntary walking) and treadmill locomotion. A system offering voluntary locomotion on command or one attempting to have all animals walk at the same speed are not likely to occur, therefore this feature alone will not give a robust quantification of gait. Treadmill walking allows for study of animals with equal walking speeds, allowing for flexibility in studying a wide range of walking and running conditions, and data collection and analyses based on numerous strides resulting in tighter data and lower standard errors, which will generate accuracy and repeatability. This equipment will serve as a critical role to the NIEHS in performing alterations in gait associated with disease. This system will allow the lab to continue measuring motor deficits in rodents as critical marker for neurodegenerative disease model. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposal; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is note advantageous to the Government, an order will be placed with Molecular Devices. The NAICS Code /Size is 334516/500. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part, 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
