Description
Introduction: Spirometers The purpose of this Sources Sought Notice is to search for qualified vendors capable of providing the equipment listed below to the Lebanon Veterans Medical Center, 1700 South Lincoln Ave, Lebanon PA, 17042. This sources sought is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The intent of this action is to obtain market research information on the ability for vendors to provide the listed equipment to the Lebanon VA Medical Center. All responders to this sources sought shall include the following: 1.Name of Company 2.GSA schedule contract # (If applicable) 3.Size category 4.Whether or not products are available on a GSA contract or an open market Item 5.Demonstrate the capability to install and integrate equipment within the new system All responses shall be sent to Michael.Shull@va.gov ATT: Spirometers, failure to include subject line could be missed as a response to this Sources Sought. Please respond by Tuesday September 2, 2014 10am. Spirometers The Spirometers shall meet or exceed the following specifications: "Portable Spirometer "Measurement of Pre and Post Flow Volume Loops "Measurement of Slow Vital Capacity "Measurement of MVV "Cough Peak Flow "Bronchial Challenge "Must use Morgan ComPas software and be compatible with the facilities current Pulmonary Function Equipment and software. Consumables The Spirometer vendor shall provide at least one (1) month of consumables used / required to treat the patients. Disinfection The Spirometer shall provide an automated method to disinfect the equipment between patients. Method could include both heat and chemical disinfection. Clinical Functionality The vendor shall describe features and functions of the spirometer proposed that improve the clinical efficiency and efficacy of patient testing. Software, Hardware, and Licenses The vendor shall provide any software and licenses needed for full use of the ventilators. Any hardware, software, or licenses needed. FDA Clearance Spirometers must have appropriate FDA clearance Instrument Description The following instrument modes must be included with the Spirometers except where indicated that the feature is optional: "Measurement of Pre and Post Flow Volume Loops "Measurement of Slow Vital Capacity "Measurement of MVV "Cough Peak Flow "Brochial Challenge "Must utilize Morgan ComPas software connection to computers "Must include "Morgan Heated FVL Spirometer "Special Mount for Pneumotach head "Special Sheath and Tubing "Valve Support arm and adaptor for Mobile Cart "VIT 36020 Calibration Syringe 3L "ATC GT23BN Cart, Mini, Point of Care (L: 22.5" W: 18.75", H: 35" with 7" ext tubes) "ATC 313BN Basket, Mini Cart "ATC 387BN Handle, Mini Cart "ATC 237ZZBN Extension Tubes 12" (set of 3) "E PS-415-HG Medical Grade Power Strip Computers and SoftwareThe following computers and software must be included with the Spirometers: "Color Notebook computer with minimum specs: 15.1"+XGA, 2.66 GHz, i5 processor, 2Gb RAM, 320 Gb Hard Drive, Windows 7 OS, DC-RW Combo Drive. "Cat5e Ethernet Cable, 10' (1per PC) "CLAPTOPLOCK Cable Lock for PC
