This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Immigration and Customs Enforcement, Office of Acquisition hereby gives notice of its intent to competitively award an Indefinite delivery, indefinite quantity (IDIQ) contract to obtain unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent UAC ranging from infants to 17 years of age, seven (7) days a week, 365 days a year in accordance with the attached Statement of Work (SOW). The solicitation number for this requirement is HSCEDM-14-R-00010 and is hereby issued as a Request for Proposals (RFP) using FAR Subpart 15 - Contracting by Negotiation Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-76. See the attached solicitation document for applicable clauses and provisions. Any firm believing itself to be capable of meeting ICE's requirement, as stated within the Synopsis Solicitation and the SOW, may submit a proposal, which, if received by the response date of this announcement shall be considered. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Prospective sources are reminded that an award can only be made to a Contractor who is registered in the System for Award Management (SAM) database in accordance with FAR 4.11. A formatted copy of the SOW, including the evaluation factors and quote submission instructions are attached to this announcement.
