Description
RFQ Document with Attachments This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. Solicitation number is F3PT7341571A001Air Dryer is issued as a Request for Quotation (RFQ). 2. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76 and DFARS Change Notice 20140805. 3. This acquisition solicited on an unrestricted basis as a brand name or equal requirement in accordance with FAR subpart 12.603. The associated NAICS is 333912; size standard is 500 employees. 4. Requirement is for the purchase and installation of (1) NVC4800 460-3-60 Air-Cooled NEMA 1 Nirvana Cycling Refrigerated Dryer or equal product, and the removal of Existing GRF 3500a series semi-hermetric Great Lakes Air Dryer IAW the Statement of Work(See Attachment 3). Salient characteristics a proposed Or Equal Product must meet in order to be considered for evaluation are listed in Attachment 4. 5. Delivery and Installation will be made at Hanger 5, 5th Street East, JBSA-Randolph AFB, TX. 6. The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition (Ref. Attach. 1). 7. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, is lowest among all proposals that were deemed to be technically acceptable and most advantageous to the Government. ADDENDUM TO FAR 52.212-2 Reference FAR 52.212-2, paragraph (a) is hereby tailored as follows: a. Price (Price Proposal). Contractors are required to complete the attached Schedule of Supplies/Services (Ref. Attach. 2). b. Conformance to the Schedule of Supplies/Services. The proposal shall demonstrate the ability to deliver the required product. The brand name of the product being proposed must be included as part of the proposal to ensure the product meets the government specifications at Attach. 1. Offeror shall provide sufficient information and detail, i.e. brand name, part number, etc. that demonstrates the product(s) offered meets the specifications in this solicitation. If offering an EQUAL product, detailed item description must be included at proposal submission. See FAR 52.211-6 Brand Name or Equal. c. Past Performance. Past performance will demonstrate contractor/vendor's ability to deliver the supplies IAW the Schedule of Supplies/Services (Reference Attach. 1). Provide at least one (1) and not more than three (3) references (either Federal or Commercial). Furnish the following information for each reference listed: (i) Company/Division Name (ii) Product/Service (iii) Point of Contact, e-mail, and phone number (iv) Contract Number (v) Contract Dollar Value Past performance will be rated as acceptable/unacceptable based on the response from the references provided. The Government reserves the right to utilize past performance information gained from other sources (i.e., past performance databases, other government sources, etc.) to aid in evaluating past performance. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. FAR 52.212-4 -- Contract Terms and Conditions -- Commercial Items (ADDENDUM) (May 2014) Reference FAR 52.212-4, Paragraph (c) is hereby tailored as follows: (c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes such as paying office, appropriate data, etc., which may be changed unilaterally by the Government. Unless specified elsewhere in this contract, title to items furnished by this contract shall pass to the government upon acceptance, regardless of when or where the Government takes physical possession. FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019) (Jan 2014) (a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. (b) The use in this solicitation or contract of any Defense Federal Acquisition Regulation Supplement (48 CFR Chapter 2) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation. 252.232-7006 - Wide Area Workflow Payment Instructions (Jun 2012) (a) Definitions. As used in this clause-- Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization. Document type means the type of payment request or receiving report available for creation in Wide Area Workflow (WAWF). Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system. (b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access. To access WAWF, the Contractor shall-- (1) Have a designated electronic business point of contact in the Central Contractor Registration at https://www.acquisition.gov; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site. (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the ``Web Based Training'' link on the WAWF home page at https://wawf.eb.mil/. (e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol. (f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order: (1) Document type. The Contractor shall use the following document type(s). Select the Create Invoice and Receiving Report COMBO within WAWF as the invoice type (destination/destination). The Invoice and Receiving Report COMBO option prepares the Material Inspection and Receiving Report, DD Form 250, and the Invoice at the same time. YOU ARE NOT AUTHORIZED TO USE THE 2N1 OPTION. THE USE OF 2N1 OPTION WILL DELAY PAYMENT. If customer requests copy of invoice, this can be accomplished via E-Mail direct to customer or by attachment to COMBO. (b) The contracting officer may, by written order, direct Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract. (c) Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract. (End of clause) 5352.201-9101 OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. DECRIPTION OF WORK: a. Scope: The contractor shall provide all personnel, equipment, tools, materials, transportation, and supervision required to remove the existing GRF-3500a series semi-hermetric Air Dryer and install a new NVC 4800 Nirvana Cycling refrigerated Air Dryer or equal product. This is to include disconnecting electrical, condensate, and air line connections from current Air Dryer and reconnecting to New Air dryer. The manual operating valves should match current system requirements to include retro-fitting (rigging) of the Air Dryer. b. Centralized Aircraft Support System (CASS) Maintenance personnel will remove 2 CASS Compressors and surrounding fence to allow contractor access in order to remove the old equipment and install a new Air Dryer. c. CASS Maintenance Personnel will have a 15K forklift available for contractor us and provide assistance with the removal of the old equipment and installation a new Air Dryer. d. The contractor shall provide a complete demonstration of New Dryer. e. The contractor shall provide Training for CASS Maintenance personnel. f. The contractor shall provide complete listing of Warranty/Parts/ Operating and Repair manuals of the New Dryer. g. This project should be completed over a weekend. F. Location: Centralized Aircraft Support System (CASS) located at Hangar 5, 5th Street East Randolph AFB, TX. 2. PERSONNEL: Contractor shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company and employee's name. 3. QUALITY CONTROL: The contractor shall insure that all work performance under this statement of Work (SOW) meets the quality established in paragraph 9. 5. HOURS OF OPERATION: Normal duty hours are Monday through Friday from 7:30 AM to 4:15 PM. Special permission may be obtained to work other than normal duty hours, provided it is at no additional cost to the government. 6. CONSERVATION OF UTILITIES: The contractor shall instruct his employees in utility conversation practices abs shall be responsible for operating under conditions, which preclude the waste of government utilities. 7. GOVERNMENT FURNISHED UTILITIES AND SERVICES: The Government shall provide without cost to the contractor, the utilities necessary to accomplish the tasks specified in this Statement of Work. In case of Emergency contact them by phoning 911 and identifying the call to be from Randolph AFB, if made on a cellular phone. 8. CONTRACTOR FURNISHED EQUIPMENT, PARTS, MATERALS, and AND SERVICES: Except for the utilities and services specifically stated to be government furnished, the contractor shall provide all personnel; equipment, tools, transportation, and supervision required complete the replacement of GRF-3500a series semi-hermetric Great lakes Air Dryer. 9. GENERAL TASK: a. The contractor shall confine operations at the site to areas permitted by law, ordinances, permits, and the contract documents and shall not encumber the site with any materials or equipment without prior written authorization. b. The contractor shall plan his operations so as to keep temporary work from blocking access to completed work. If, however, conflict with normal traffic access occurs, he shall provide temporary bypass routing until such temporary work is completed. The contractor shall remove all temporary work from JBSA-Randolph after it is no longer needed and before contract completion. c. The contractor shall coordinate all of his operations with and secure written approval from the Contracting Officer or his/her authorized representative before using any portion of the site. d. The contractor shall take positive actions to prevent work-generated refuse from the entering the base sewage or storm drainage systems. Actions may include installation of temporary plugs, dikes, screens, strainers, or similar measures to prevent entry into the systems or other actions as required. e. If the contractor fails to clean up at the completion of work, the government may do so as required, and cost thereof shall be charged to the contractor. f. All contractor-generated refuse and waste shall be hauled from the construction site daily to a disposal area to be selected by the contractor and shall be located outside the physical boundaries of the installation. The refuse and waste material be hauled in trucks with tight-fitting beds to prevent spillage on roadways. The construction site shall be kept neat, orderly, and safe for workmen at all times. g. During the Performance of the work within the requirements of this contract, and final completion and acceptance thereof, the contractor shall exercise the utmost care to avoid accident or injury to persons or property. Damage to any property resulting from work in this contract shall be repaired by the contractor at NO additional cost to the government. h. All grass areas disturbed by the contractor's operations shall be sodded. Contractor shall repair and/or clean any tire marks or damages caused by his equipment on curbs or sidewalks. l. Upon Completion of all Work, the contactor shall request a final inspection. All work shall be inspected by the government before work is accepted by the government. All work identified during the final inspection not meeting the criteria specified by this Statement of Work shall be repaired or re-accomplished by the contractor at no Additional cost to the government. 10. SPECIFIC TASK: A. Disconnect Electrical and Condensate connections to GRF-3500a Air Dryer. B. Disconnect Input and Output Air lines to include manual operating Air valves C.
