Description
Contracting Office: US Army Corps of Engineers, Walla Walla District, 201 North Third Avenue, Walla Walla WA 99362. Subject: Sources Sought for the supply of Juvenile Salmon Acoustic Telemetry System (JSATS) Transmitters Point of Contact: Cam Allen, Contract Specialist, 509-527-7213, camilla.allen@usace.army.mil Description of the Requirement: The Walla Walla District Corps of Engineers (District) requires the supply of JSATS micro-acoustic transmitters for implantation into adult and juvenile salmonids, kelt steelhead and Pacific lamprey for fish passage and survival studies. The District is considering the award of one indefinite delivery indefinite quantity contract to accomplish this mission. The purpose of this sources sought announcement is to determine if there are two or more small businesses that have the experience and capacity to produce the JSATS transmitters; however, large businesses that can meet the requirements are encouraged to respond as well. The NAICS code for this requirement is 334511 with a size category of 750 employees. This is not a solicitation. This information is for planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Interested parties that respond to this sources sought announcement should submit the following information: 1) A capability statement expressing interest in this requirement, describing the company and its capability to produce the JSATS transmitters. 2) Written documentation of evaluation and acceptance of previously produced and tested JSATS transmitters. 3) A statement or list of the company's current or past performance similar to or the same as the transmitters described below. 4) A statement of the company's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), Small Business). Interested parties should submit their responses to Cam Allen, Contract Specialist, via email to camilla.allen@usace.army.mil. Your response to this notice must be received by 4:00 PT, September 24th 2014. JSATS micro-acoustic transmitters: Interested parties must have recently (since 2010) produced fifty prototype JSATS micro-acoustic transmitters with 100% passing in a competitive procurement performance evaluation/acceptance test for the U.S. Army Corps of Engineers. An equivalent evaluation by an independent laboratory may be substituted if accompanied by a test results report. Written documentation of the results of these performance evaluations must be submitted to be considered for this requirement. The written documentation of acceptance testing results must include information on dimensional, environmental, electrical, and acoustic factors. These factors, for acceptance testing procedures, must have met the following specifications: Factor 1 - Dimensional Length less than 12.00 mm Width less than 6.00 mm Height less than 4.10 mm Dry Weight less than 430 mg Volume less than 0.300 cm3 Factor 2 - Environmental Transmitters are required to remain activated (transmitting the prescribed signal) after undergoing the following tests: Shock - Each transmitter exposed to a 50g shock test. Pressure - Each transmitter exposed to a pressure level of 100 psi in water. Factor 3 - Electrical Test transmitters are required to demonstrate a transmit interval of 3.0 seconds, plus or minus 0.25 seconds and have a life of at least 20 days at this transmit interval. Although the test transmitters are required to show adherence to this standard, these values may be different for the actual transmitters for which orders are placed. Factor 4 - Acoustic Frequency 416.7 kHz (+/- 0.5%) Source Level greater than 153dB Beam Pattern greater than 153 dB
