- This is a Limited Source Justification. The requiring activity is Commander, U. S. Fleet Forces Command, Norfolk, (VA). The proposed acquisition is to obtain HP FSCA Flex NCD SW E-LTU HP Fortify Static Code Analyzer Flexible Deployment Plan for one Named Contributing Developer Software E-LTU (QTY 65) and HP WebInspect 1 CC User SW E-LTU HP WebInspect 1 Concurrent User (QTY 1), including first year software support for all products. The proposed requirement is to obtain HP WebInspect licenses/software, training, implementation, and support for the USFF Defense Readiness Reporting system “ NAVY (DRRS-N) integration and implementation of HP Fortify Static Code Analyzer (SCA). The DRRS-N effort is governed by the Department of Defense Directive (DoDD) 7730.65. This directive mandates that all DoD components will align their readiness reporting processes in accordance with this directive. Readiness related information from all services will be passed to Defense Readiness Reporting System (DRRS) in support of the Office of Secretary of Defense (OSD) readiness posture. Navy ™s ability to support the DoD directive is based on its ability to continue to support current readiness reporting requirements in addition to additional requirements identified in the directive. Current requirements include supporting and maintaining operational Navy readiness reporting systems. The mandate for static code analysis including an automated, systematic evaluation of computer source code for identifying and remediating security flaws is directed by DODI 8500.01 “ Cybersecurity of 14 March 2014. This requirement seeks HP software and equipment that is available on GSA Federal Supply Schedule and Open Market items not available on GSA Federal Supply Schedules. Vendors who will be responding to this solicitation are directed to GSA E-Buy for a copy of the complete solicitation and Limited source Justification.
