- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room1E144, Bethesda, MD 20892 USA Description: The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis to Fluidgm at 7000 Shorline Court, Suite 100, South San Francisco, CA 94080 for a Maintenance agreement for the Bio-Mark Real-time PCR Reader. This acquisition will be processed in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1) and is exempt from the requirements of FAR part 6. The North American Industry Classification System Code is 811219 and the business size standard is $19 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of performance will be 12 months from award. The Genetics Branch of the Center for Cancer Research (CCR) at the National Cancer Institute (NIH) is engaged in the study of cancer genetics. Investigating genetics alteration and its effect on the development and biology of cancer is an integral function of the Genetics Branch. The BioMark system sets the new standard in high throughput real-time qPCR. It enables you to streamline your workflow, while increasing your throughput, for Digital PCR, Gene Expression and Genotyping The BioMark Real-Time PCR Reader helps Researchers save on Reagents, pipet tips, time, and on the upkeep of expensive liquid-handling robots. Also far more data are generated compared to microwell chip, and with no pre-spotting required. Each 96.96 array is capable of producing 9216 real-time qPCR data points in the same amount of time as a single 384 well plate, using just 1/200th the amount of reagents. The contractor shall: 1. SCOPE: The Contractor shall provide all labor, material and equipment to provide preventive maintenance for the government owned BioMark Real-Time PCR Reader.All maintenance services shall be performed in accordance with the manufacturer’s standard commercial maintenance practices. 2. PREVENTIVE MAINTENANCE: The Contractor shall perform (1) preventive maintenance inspection during the contract period. Service shall be performed by a factory trained Field Service representative. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, and testing of all equipment in accordance with manufacturer’s latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. 3. EMERGENCY SERVICE: Emergency repair service shall be provided on an unlimited basis during the basis during the term of this contract at no additional cost to the Government. Emergency service shall be provided between 8 am and 5 pm Monday through Friday excluding Contractor and Federal holidays. Upon receipt of notice that any part of the equipment is not functionally properly, the Contractor shall furnish a factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service shall not replace the necessity for the scheduled PMI. 4. REPLACEMENT PARTS: The contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumable parts to include light bulbs. Parts shall be new or remanufactured to original equipment specifications. 5. SERVICE EXCLUSIONS: The Contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. 6. PERSONNEL QUALIFICATIONS: Personnel shall be factory trained and have experience in the servicing the BioMark Real-Time PCR Reader. All primary service personnel shall have at least one backup Field Service representative with at least the same level of expertise on the equipment covered by this contract. Fluidigm is the sole manufacturer of the BioMark Real-Time PCR Reader and is the sole provider for maintenance. The BioMark Real-Time PCR Reader is proprietary and protected under patent rights and therefore is unavailable from other sources than the original manufacturer. In addition, any other service agreements on this instrument would void the warranty. Therefore, Fluidgm is the only known source to NCI that can service the equipment. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a statement of capabilities and or quote. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 7, 2014. Electronic capability statements will be accepted (i.e. email or fax). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the System for Award Management (SAM) www.sam.gov. No collect calls will be accepted.
