Description
This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified concerns including 8(a), HUB Zone or Service-Disabled Veteran-owned businesses that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 334516 with a size standard of 500 employees is being considered. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The Molecular Pathology Unit (MPU) is an NCI resource unit that has two key interrelated roles. The MPU develops, correlates and interprets novel protocols in molecular diagnostics and plays a role indeveloping applications in noninvasive medical imaging for animal models. The MPU Unit also operates a PhD-granting research training program in comparative molecular pathology through a university-NCI graduate partnership program. Through its training program, the MPU both extends comparative pathology expertise provided by veterinarians to the CCR, and it conducts research. The MPU both interprets histopathology specimens and assists investigators with procuring unique microdissected elements of those specimens in the context of cancer disease for further laboratory analysis. Important aspects of analysis aided by pathologist input include the morphometric quantitative assessment of a lesion and the immunohistochemical investigation of defined regions of a tissue section from the subject analysis. The Tissue Slide Scanner and Image Analysis Software Compatible operating System. system permits large scale archived collections of histopathology specimens that require an image library to be created in order for the research community to be able to access long-term large scale animal studies, that would be expensive for the research community to recreate, and to evaluate specimens and generate data from multiple specimens concurrently. In its mission, the Molecular Pathology Unit (MPU) supports the NCI with whole slide digital scanning, documentation, and computer assisted digital image analysis. Our current system supports 32 PIs and over 90 users within those PI laboratories. Our database houses over 30,000 images. Digital Slide Scanner Specifications: • Scan whole tissue slides, providing images with infinite focus (Z stacks) from 0 to 40x. • Resolution must be at least 0.5μm/pixel for a 20x image and 0.25 μm/pixel for a 40x image. • Provide slide overview image as well as slide label image. • Images must be sent automatically from scanner to database seamlessly on our current server. • Provide high quality images at both 20X and 40X optical resolutions. • Must produce images with no discernible “stitching” artifact. • Ability to reduce file size by skipping blank stripes. • LED light source to reduce need for bulb replacement. • Must produce images using an objective with appropriate numerical aperture of at least 0.75. • Instrument must fit the current footprint space (23.5 (H) x 16 (W) x 25.5 (D) (59.7cm x 40.6cm x 64.7cm). • Must have 400 slide capacity. • The scanner must be able to scan an entire batch of slides without user intervention; including finding the appropriate tissue area's and full multi-point auto-focus. • Should the scanner fail to scan a given slide in a processing batch, the scanner must be able to recover and complete the remainder of the batch without user interventions. • Scan speed must be least 60 seconds or less for a 20x scan (15x15mm) or 155 seconds or less for a 40x scan (15x15mm). • Digital images created must be compatible with all Aperio analysis software we currently own (GENIE, Nuclear, Color deconvolution, Microvessel density, Co-localization, and Rare event). Image Analysis Software Specifications: • Capacity to do whole slide imaging as well as regions of interest. • Report whole image data as well as individual cell data and maintain an interactive link between cell metrics and cell imagery. • Ability to set RGB values during an algorithm configuration by clicking on desired color on image. • Ability to move annotation lines once drawn by dragging and without having to erase and redraw. • Ability to continue the same annotation line after stopping and starting again. • Figure maker capabilities that automatically format presentation, number images, add correct scale bars and reference frames for each image with a click of a button; and include up to 9 images. • Data extracted from analysis can be exported directly into, and saved as, an Excel spreadsheet without additional manipulation. Delivery : 60 days from the date of award. How to Submit a Response: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a one page resume of the individuals meeting the requirements, and up to two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern’s name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: <img src="file:///C:\Users\KITTRE~1\AppData\Local\Temp\msohtmlclip1\01\clip_image001.gif" alt="" width="2" height="54" /> Capability statements are due no later than 4:00PM EST on August 23, 2014. 3. Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the System for Award Management through sam.gov. No collect calls will be accepted.
