Description
This is currently an unfunded requirement subject to FAR 52.232-18, Availability of Funds. Award will be made should funding become available. Please make offers good through 30 September 2014. Users will be utilizing these items in a deployed location. As such, these items will be used as temporary structures and must have the ability to be packed up and stored easily, preferably in a travel bag/case. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Please include all physical, functional and performance capabilities. This requirement is a 100% small business set-aside, NAICS 335129. Please provide the number of days for delivery after receipt of award. 0001 - SPECIFICATIONS: A ruggedized and remotely controlled Drop Zone/Landing Zone lighting system that: - Has a minimum of 11 lights - Can be remotely switched between IR, Overt and Off - Can remotely control 2 independent channels with up to 6 lights on each channel - Can transmit up to 5000ft - Is optimized for operations in temperatures as extreme as -40C to +65C - Is battery operated, rechargeable, and also interchangeable with common battery sizes (AA, AAA, C, D, etc) - Is at a minimum Water resistant. Water Proof would be preferred - Has a visibility range of greater than 5 miles - Has the ability to be spiked, affixed or weighted to the ground - Has a travel case for all associated components OPTIONAL: Systems that cannot control 2 channel operations will be considered. A suitable substitute could be two, 6-light kits (one for the DZ and one for the LZ). If this option represents significant cost effectiveness, while not optimal it would still meet the user's operational needs. 0002 - 1 each: Shipping to Anchorage AK 99506 Please include shipping directly to Anchorage AK 99506. Firms that believe that they can provide similar required items must provide supporting evidence to the Contracting Officer. This announcement constitutes the only written notice. Basis for award will be the best value to the Government. In accordance with FAR 52.212-2, the Government will award a contract/purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following evaluation factors shall be used to evaluate offers: Technical (item specifications) and Price. The following provisions are incorporated by reference: FAR 52.204-7 Central Contractor Registration, FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Alt I Offeror Representations and Certificates-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions-Commercial Required to Implement Statutes of Executive Orders-Commercial Items. To be eligible for contract award, all contractors must be registered with the System for Award management (SAM) found at https://www.sam.gov/portal/public/SAM/. Payments for the resulting contract will be made through Wide Area Work Flow (WAWF). Contractors can register for WAWF at https://wawf.eb.mil/.
