- This is a Small Business Sources Sought notice, This is NOT a solicitation for proposal abstracts, orquotations. The purpose of this notice is to obtain information regarding:(1) the availability and capability of qualify of qualified small business sources2) whether they are small businesses; HubZone small businesses; service disabled, veteran-owned small businesses; 8(a) disadvantaged small businesses; and(3) their size classification relative to the North American Industry Background Information The National Institutes of Health (NIH) is the nation's foremost federally funded biomedical research institution. It is comprised of twenty-seven Institutes, Centers and Divisions. The Warren G. Magnuson Clinical Center is the on-site 267-bed hospital for the NIH campus comprised of clinical, laboratory and administrative staff who support the Institutes as they conduct clinical research working with inpatients and outpatients participating in research studies at the NIH. The Department of Peri-Operative Medicine (DPM) provides surgical services support for patients enrolled in the experimental protocols of several Institutes. The Department of Peri-Operative medicine has the needed to purchase the A5 Ventilation System which is needed to dispense a mixture of gasses and vapors and vary the proportions to control a patient's level of consciousness and/or analgesia during surgical procedures as well as integrate results into an electronic medical record. • Ability to communicate ventilator settings to the POIS electronic record keeping system. POIS (Peri-Operative Information System) software records patient and anesthesia machine data necessary for the maintaining an anesthesia record. Machines settings (e.g. tidal volume) are an essential part of the record and must be collected automatically. • Integrated warmed breathing circuit. Warming the breathing circuit reduces the moisture condensation that can result in increased equipment failure. • Visible bellows. External bellows allow an additional visual check on the integrity of the breathing circuit. • Electronic or mechanical flow meters • Ability to utilize existing vaporizers/equipment to further reduce costs • Ability to use non-proprietary soda lime to further reduce operating costs • Equipment must have an expected life of at least 10 years • Ability to mount current monitoring equipment directly onto the anesthesia machine. To reduce replacement costs new equipment must have compatible mounting for existing monitoring equipment. • To accommodate the wide variety of clinical needs of the NIH patient population, the anesthesia machine must include a variety of ventilator modes. For example: Volume Control Ventilation (VCV) Pressure Control Ventilation (PCV) with volume guarantee Pressure Support Ventilation (PS) Synchronized Intermittent Mandatory Ventilation in volume mode (SIMV-VC) Synchronized Intermittent Mandatory Ventilation in pressure mode (SIMV-PC) • Wheel protection for cable and hoses either built-in or added. Cords, hoses Anesthesia machines are difficult to move and are further hindered by electrical cords and hoses. Devices that prevent the wheels of the anesthesia machine from contacting these objects facilitate easy relocation of the machines. • Integrated lighting of the working surface. Overhead lighting in operating rooms is frequently reduced for improved viewing of monitors used for surgical procedures. Integrated machine lighting allows the anesthesia provider to see the medication/equipment.
