- Consistent with the sustainability objectives and increased efficiency throughout our supply chains, the United States Postal Service (USPS) is providing for ongoing market research and is seeking suppliers who have existing products of extended life oil filters for application in our LLV (Long Life Vehicles) delivery fleet and potentially other USPS vehicle applications. This is not a prequalification action and no purchase requirements for such products are being solicited through this notice. The USPS is interested in identifying applicable suppliers who possess such technology for additional discussions and possible joint performance testing. The Postal Service operates a fleet exceeding 212,000 vehicles of which 180,000 vehicles are mail delivery vehicles. Of the 180,000 mail delivery vehicles 160,000 are right hand drive mail delivery vehicles, and of these 160,000 right hand drive vehicles 142,000 are 20 plus year old Long Life Vehicles (LLV) consisting of a custom Grumman body on a modified Chevrolet S-10 chassis. The present LLV fleet is deployed nationwide and used in every environmental condition that can be imagined, from the desert sun in the south west to the cold in New England and the upper mid-west including Alaska as well as dry and wet environments. Maintenance on the LLV is a major cost to the Postal Service that is an ever increasing share of the Postal Service's expenses primarily due to the advanced age of this vehicle. The Postal Service is always looking for avenues to reduce this burden. Decreasing the time spent on preventative maintenance is one way to capture savings. As noted above, the Postal Service is concerned with sustainability and green initiatives; eliminating oil usage and material consumption in vehicle maintenance serves to support this initiative. Firms having an existing product which meets the above requirement are asked to submit documentation with a detailed description on how your product works and how it outperforms standard oil filters in use today by the Postal service with regards to service life and particulate screening. Include information regarding concerns of voided engine warranties, over/under pressurization and clogged oil flow, past performance of your product on older technology engines with larger clearances in their internal engine components and the performance of your product in older engines that have accumulated dirt, grime, soot and varnish that is not readily expelled by an engine oil change. The document should address the recommended usages in varying climatic conditions and the products effectiveness in dirty and dusty environments experienced in rural routes. Please provide the name and model number of filter, cost, expected life, special features, life cycle cost calculation, company background and past experience with other fleets. Samples of your product may also be submitted at no cost to the Postal Service.
