THIS IS A SOURCES SOUGHT NOTICE ONLY FOR IDENTIFYING HIGH QUALITY INTAGLIO / GRAVURE PRINTING SUPPLIERS for the United States Postal Service (USPS) American Commemorative Collection Program. This is not a solicitation announcement for quotations, proposals or bids and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. The purpose of this sources sought synopsis is to identify potential sources interested and capable of providing three items in the American Commemorative Collection Program for the USPS, which includes (item 1) American Commemorative Panel; (item 2) American Commemorative Collection; and the (item 3) American Commemorative Cancellation. Each of these items represents a different product individually unique in their requirements, final appearance, and is produced for stamp issues as specified by USPS. Potential sources are considered potential qualified businesses, relative to the North American Industry Classification Code (NAICS) 323111, Commercial Gravure Printing or the Standard Industrial Classification code (SIC) 2752, Commercial Printing, Lithographic. Emptoris is an eSourcing solution tool that automates, standardizes, and streamlines the sourcing of supplies, services, equipment, transportation, and facilities. All suppliers interested in doing business with the U.S. Postal Service must register in Emptoris. Suppliers can access the eRFx registration module at https://uspsesourcing.emptoris.com. Simply click on the "Register Supplier Organization" hyperlink, and follow the instructions and prompts to complete the registration process. You will need a DUNS (Dun & Bradstreet) number and NAICS (North American Industry Classification System) code to register in the USPS sourcing system. Registered organizations will receive log-in credentials to the USPS eSourcing application. Emptoris requires that you have a Dun & Bradstreet Number. In reality, the NAICS codes are 6-digits. You may add as many NAICS codes as are relevant for your business. The following are the basic criteria, among other criteria, the USPS will consider in pre-qualifying potential suppliers. 1) New supplier will perform in a prequalification event that demonstrates their world-class production, proven history on research and development capabilities, quality reporting and controls, and established just-in-time inventory system capabilities sufficient to meet the Postal Service requirements in the production of the listed items. 2) The supplier must have the resources to perform manufacturing and product testing to uphold the quality and meet the USPS specification requirements. 3) The supplier must have the ability to meet contract start dates and phase-in (implementation) and delivery timelines. 4) The supplier must use a documented and acceptable quality management system to monitor and measure its performance against contract requirements. 5) The supplier must have a demonstrated record of forecasting accuracy, continuous improvement, innovation, containing/reducing costs, and a customer-centric focus. Registered suppliers in Emptoris will be eligible to be prequalified for future Postal Service Printing Service requirements.
