- PRESOLICITATION NOTICE CLASSIFICATION CODE: 70 SUBJECT: AB Sciex MasterView Software and Dell Computer (Brand Name or Equal) SOLICITATION NUMBER: W81XWH-14-T-0476 RESPONSE DATE: August 22, 2014 CONTACT POINT: Matthew Teel, Purchasing Agent at, matthew.d.teel.civ@mail.mil. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This is an unrestricted requirement. The North American Industry Classification System (NAICS) code is 511210, and the size standard is $25M. The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the United States Armed Forces Medical Examiner System (USAFMES) for AB Sciex MasterView software and configured computer (Brand Name or Equal). Minimum Essential Characteristics Description: The United States Armed Forces Medical Examiner System (USAFMES) requires the AB Sciex MasterView and LibraryView Kit with Dell Optiplex 9010 and Monitor (Brand Name or Equal) for ABSciex 5600+ Triple TOF system. Minimum specifications: ABSciex Hardware and Software Base system: Computer: 1.Must be a Dell Optiplex 9010, or better 2.Must have Core i5-3550 processor, or better 3.Must have 4GB DDR3 1600 MHz SDRAM, or better 4.Must have 2x2 TB hard drives with RAID 1 configuration, or better 5.Must have DVD RW (CD RW capable), or better 6.Must have 3 Ethernet ports, or better 7.Must have Laser 6-button mouse and keyboard, or better 8.Must have a built in display port video (with DVI adapter) maximum digital resolution of 1920 x 1200, or better 9.Must have Windows 7 SP3 Professional 32 and drivers Monitor: 10.Must have a Monitor Dell 23 inch P2314H, or better Software: 11. MasterView 1.0 a.Allows more versatile screening, data processing, and deconvolution b.Incorporates an additional non-targeted functionality c.Useful for the interpretation of unknown compounds d.Allows use for different acquisition mode called SWATH 12.Library View 1.0 e. More options when building in-house reference library f.Allow users to export library files into other compatible formats g.Allow users to combine multiple libraries into one combined library as needed. 13.Masterview/LibraryView bundle h.All projects/analyses on this instrument will require use of in-house reference libraries. i.This software proves useful when developing these libraries making future edits/modifications to methods 14.Software must be fully compatible with existing ABSciex 5600+ Triple TOF system All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, August 22, 2014, and will only be available until September 02, 2014. Specifications of the requirement are provided in solicitation: W81XWH-14-T-0476. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the System for Award Management (SAM) at www.sam.gov, and must have completed its representations and certification found at https://orca.bpn.gov/. All questions should be addressed in writing to Matthew Teel, Purchasing Agent at, matthew.d.teel.civ@mail.mil. Only one set of questions shall be received from each offeror. Numerous emails from one offeror shall not be accepted. Telephone requests will not be honored and bidder lists will not be maintained.
