This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 334516. The intent of this notice is to determine the availability of qualified business sources technically capable of providing a Forensic Science Gunshot Residue Calibration Kit with the following salient characteristics: Consists of two test specimens: one with synthetic gunshot residue (GSR) particles and one with synthetic particles for automated particle analysis via scanning electron microscopy with energy dispersive X-ray spectrometry (SEM/EDS). The gunshot residue test specimen is manufactured on a glassy carbon substrate with a size of 8 x 8mm with various sizes of synthetic particles containing Pb, Sb and Ba. The synthetic GSR particles with a size varying from 0.5 to 2.4 m are statistically distributed in an area of 7 x 7mm. Each SPS test specimen has been individually tested and comes with a certificate stating the exact number of Pb/Sb/Ba particles and their locations. The synthetic test specimen has 10 lines of particles with different sizes with 20 particles spaced equally per line. With the known particle sizes and positions this test specimen can be used to test and validate SEM/EDX systems used for automated particle analysis applications. This requirement is to purchase the above item for the United States Army Criminal Investigation Laboratory (USACIL), Fort Gillem, GA by 15 September 2014. The intent of this notice is to determine the availability of qualified commercial sources technical capable of providing the required to support USACIL's use of polymerase chain reaction (PCR) DNA analysis technology for forensic scientific. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed five (5) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement and 5) Advise if you can or cannot provide on a GSA Schedule. Responses are due no later than 1000hrs EST, Wednesday, 27 August 2014, and shall be electronically submitted to denise.l.richardson4.mil@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
