Description
AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91QV1-14-T-0232 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 491110 with a small business size standard of $7.50M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-08-26 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be FORT MYER, VA 22211 The MICC Fort Belvoir requires the following items, Brand Name or Equal, to the following: Base Period of Performance: 10/01/2014 - 09/30/2015 LI 001: LEASE OF 2 POSTAGE METERING EQUIPMENT in accordance with the PERFORMANCE WORK STATEMENT. 2 each rental postal metering machines, capable of processing up to 300 letters per minute. Jet spray sealing system. High capacity envelope feeder and power conveyor stacker. Provide e-delivery, d-confirmation, and e-signature abiliteis for certified mail. Must have remote access from contractor to update rates and trouble shoot. Meet other requirements as stated in the PWS. Provide delivery, installation, and training. Provide upgrades as part of the contract at no additional cost to the government. SAF FY15, 12, MONTHS; Option 1 Period of Performance: 10/01/2015 - 09/30/2016 LI 001: LEASE OF 2 POSTAGE METERING EQUIPMENT in accordance with the PERFORMANCE WORK STATEMENT. 2 each rental postal metering machines, capable of processing up to 300 letters per minute. SAF FY15, 12, MONTHS; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Belvoir intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Belvoir is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Pricing for multiple CLINS shall not be lumped into one line item, doing so your quote/proposal will not be considered for award. CLINs with $0 dollar shall be identified as NO CHARGE. In addition to providing pricing through the marketplace, Sellers must include certain?non-pricing?information as document(s) attached to their Bid, so they are received no later than the closing date and time of this Buy. Pricing will not be accepted if it is included in the attachment(s). Attachment(s) can total no more than 20 MB, whether multiple files or one file, and may be zipped to decrease their size. A Seller's failure to comply with these terms may result in its Bid being determined to be non-responsive. Contractors must register to use WAWF at this website and ensure an electronic business point of contact (POC) is designated in the Central Contractor Registration site at http://www.ccr.gov within ten (10) calendar days after award of this contract. Currently CCR, FedReg, ORCA and EPLS have been migrated into SAM. If the offeror's information is already in CCR, you do not have to reload your information in the SAM website; however, if the offeror is not registered under SAM the offeror may register at the SAM website http://www.sam.gov.
