- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with BitPlane, Inc., S. Windsor, CT 06074, pursuant to 41 U.S.C.3304(a)(1) as set forth in FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This request is to update and upgrade existing Imaris, MeasurementPro, and Filament Tracer licenses into a single full package as follows: BPI-IM77-SF Imaris 7.7 Single Full License Package; BPI-IM77-C1 Imaris 7.7 C1 license package; BPI-IM-Tracer77 module; and BPI-FLM-W Floating License Manager. These packages are needed to provide the capability to analyze microscopy images of large datasets with software suitable for live cell imaging in both 3D and 4D. Imaris is uniquely suited to load and stably handle 200GB+ 3D/4D data sets from a variety of raw microscopic file formats. Imaris is the only product which offers a wizard‐driven interface optimized for efficient workflows avoiding trial‐and‐error. It also provides the ability to segment hundreds of objects in a true 3D space with interactive 3D previews during the creation process. After completion of the object identification/segmentation Imaris again provides an interactive environment for working with the resulting objects. Users can select, sort, and group objects with instant visual feedback within the 3D rendering. Imaris' Track module offers several unique features which are not found in other software packages performing particle or cell tracking. During the creation wizard automatic and manual object identification is possible allowing for the best tracking results. Imaris then offers 4 different tracking algorithms which requires less user input of additional information and therefore better automatic results. In addition to the automatic tracking method, manual and semi‐automatic methods are available. Importantly, completed tracking results are completely editable. And finally, users can select, sort, and group tracks with instant visual feedback within the 3D rendering. Other Imaris modules also offer unique features. The Coloc module uses a 2D histogram for thresholding as well as object masking for precise regions of interest. Imaris Vantage plots measurements generated by Imaris (or other software via the XT interfacing module) in 2D, 3D, or 4D allowing for immediate interpretation of quantitative data. The XT module provides for 2‐way interfacing with multiple programming languages. And the membrane‐based cell segmentation found within the Cell module is not replicated in other packages. No other microscopy image processing software has these features. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to BitPlane, Inc. NAICS Code/Size is 511210/$35.5 Million. Award is subject to approval of Justification for Other than Full and Open Competition. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
