Attachment C GPAT Attachment B Attachment A Questions and answers THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Office Of Rural Health Policy is planning to issue a solicitation for Technical Assistance for network Grantees. The solicitation will be issued as a total small business set-aside with a period of performance of One (1) twelve (12) month base with four (4) twelve (12) month options The Government intends to issue a solicitation on or about August 4, 2014 The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The North American Industrial Classification System (NAICS) code for this acquisition is 541611, and the size standard is 14.0M Description The purpose of this contract is to provide technical assistance (TA) to the grantees of the Network Development, Network Planning, and RHIT Workforce Grant Programs and to build the capacity of the grantees to successfully implement their programs and create sustainable outcomes. The grantees for the Network Development and Network Planning programs are non-categorical and the topical area addressed by the network is determined by the needs of the community. The grantees for the RHIT Workforce program are more specific to the recruitment and retention of HIT providers. For instance networks may be established to integrate health information technology into the local health system, develop collaborative models on diabetes or obesity, and develop a school based network on oral health care. The primary focus of the networks centers on strategies to enhance and improve the network functions. These strategies include community engagement, network management, network/board development, organizational capacity, quality improvement, developing community partnerships, sustainability, leadership development, workforce recruitment, training, and retention models, and return on investment models. The contractor shall provide access to consultants with rural expertise and experience, and with expertise in the topical areas and resources needed to address the array of programs conducted by the grantees. Technical assistance shall be provided to fifteen (15) Network Development grantees, fifteen (15) Network Planning grantees, and fifteen (15) RHIT Workforce grantees. The contractor shall work with the Contracting Officer Representative (COR), three (3) Program Coordinators (PC - persons responsible for oversight of each of the three grant programs), and four (4) Project Officers (PO - persons responsible for oversight of each individual grant) during the provision of technical assistance. All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov). Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this notice. The purpose of this amendment is to add the request for proposal. The purpose of this amendment is to add the questions received and the GPAT.
