- Dynetics Technical Services, Inc. (DTS) is issuing a notice of intent to issue a competitive RFQ, without discussion or announced notice of award. There is a need at the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) Office of Center Operations Facilities Management Office (FMO) to implement IBM SmartCloud Control Desk (SCCD) software to serve as its front-end service request management interface. This instance of SCCD shall integrate with the existing FMO Operations & Maintenance (O&M) instance of IBM Maximo Asset Management software. System configurations will be performed in a manner that will allow SCCD to interact with multiple instances of IBM Maximo, without impact to the O&M instance, in the future. The MSFC Information Technology Services (MITS) contract, executed by Dynetics Technical Services, Inc. (DTS), has been tasked to facilitate this effort. The attached Statement of Work (SOW) is to quantify the services provided by The Contractor to DTS for the purpose of meeting NASA objectives. The necessary software licensing and hardware for this project shall be provided by NASA as defined in the SOW. The procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; quotes are being requested per the attached SOW and Procurement Response Instructions and Vendor Proposal Worksheet are located in the attached files. Estimated Schedule of correspondence: 08/22/2014 Date of issue of the RFQ 08/29/2014 Last day for submitting written inquiries 09/05/2014 Responses due to vendors 09/12/2014 Bid proposals due from vendors 09/19/2014 Notification of intent to award vendor (Est) 09/26/2014 Contract start date (Estimate) All uploaded attachments must be completed and are considered a part of the RFQ. It is the vendors responsibility to monitor this site for the release of solicitation amendments (if any). Responses received without the required information will be considered non-responsive to the Synopsis/RFQ. Oral communications are not acceptable in response to this Synopsis/RFQ. Exception to Section 508: Section 508 standards are exempt and considered "back office" equipment used only by service personnel for maintenance, repair, or similar purposes. The standards cover technology procured by Federal agencies under contract with a private entity, but apply only to those products directly relevant to the contract and its deliverables. An exception clarifies that the standards do not apply to technology that is incidental to a Federal contract. Thus, those products that are not specified as part of a contract with a Federal agency would not have to comply with the standards.
