- This SOURCES SOUGHT NOTICE is for market research purposes only and does not constitute a Request for Proposal/Quotation; and, it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) Determine if sources capable of satisfying the agency's requirements exists. (2) Determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements. (3) Determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. The United States Coast is considering whether or not to set-aside an acquisition for HUBZone Set-Aside, or 8(a) Small Business Set-Aside, or Small Disadvantaged Business Set-Aside (SDB), or Women Owned Small Business Set-Aside (WOSB), or Service Disabled Veteran-Owned Small Business Set-Aside (SDVOB), or Small Business Set-Aside. The applicable NAICS Code is 336611, Ship Building and Repairing and the small business size standard is 1,000 employees. The acquisition is to perform dockside repairs to the USCGC FRANK DREW (WLM-557), a 175-FOOT COASTAL BUOY TENDER. The vessel is home ported at 4000 Coast Guard Blvd, Portsmouth, VA 23703. All work will be performed at the vessel's home port. The period of performance is anticipated to be for FORTY-FOUR (44) calendar days and is expected to begin on or about 17 MARCH 2015 (Subject to change at the discretion of the Government). The scope of the Scope of the acquisition is for the overhauling, renewing and repairing of various items aboard the USCGC FRANK DREW (WLM-557). This work will include, but is not limited to the following work items: Tanks (Hydraulic Oil Stowage and Service), Clean and Inspect; Tanks (Potable Water), Clean and Inspect; Tanks (Ballast), Clean and Inspect; Tanks (Dirty Oil and Waste), Clean and Inspect; Main Diesel Engine (MDE) Exhaust Piping, Commercial Clean; Ship Service Diesel Generator (SSDG) Exhaust Piping, Commercial Cleaning; Circuit Breakers (60HZ), Inspect and Test; Vent Ducks (Engine and Motor Room All), Commercial Cleaning; Vent Ducts (Galley and Pantry Room All), Commercial Cleaning; Vent Ducts (Laundry Exhaust), Commercial Cleaning; Hydraulic Chain Stoppers, Inspect and Service - Tier II; Cross Deck Winches, Inspect and Service - Tier II; Hydraulic Inhaul Winch, Inspect and Service - Tier II; Buoy Crane, Inspect and Service - Tier II; Deck Machinery/Weight Handling Gear, Preserve - Tier I Tanks (Ballast), Preserve "Partial"; Tanks (Dirty Oil and Water), Preserve "Partial"; Buoy Chain Winch and Cross Deck Winch Emergency Brake Release Hand- Pump Modifications; Handrails and Stanchions, Renew; Bilges (Machinery Space) - Engineer Room, Preserve; Main Drainage Deck Box, Renew; Sounding Tube Deck Box, Renew; Buoy Deck Cleats, Modification; Power Assisted Griping System, Remove; Remove the Constant Tension Function from the 175 WLM Buoy Handling Crane and Main Winch; Composite Labor Rate; GFP Report; Travel and Pier Diem All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. THE INTENT OF THIS NOTICE IS TO IDENTIFY SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT. The Government requests capability statements and comments from interested businesses regarding the work item described above. Responsible sources are encouraged to contribute to this market research/sources sought notice. At a minimum, include the following on company letterhead, including a point of contact and DUNS Number. 1. A response to this notice with a statement of intent to submit as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice. 2. Socio-Economic Status (e.g., Small/Large Business, 8(a), HUBZone, etc.), as it relates to NAICS Code 336611. 3. Evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, point of contact and telephone numbers. Interested sources should contact Mia Mayers at Mia.R.Mayers@uscg.mil, communicating their interest. Your response is required by 3:00p.m., EST on 29 August 2014. Concerns that respond to this notice must fully demonstrate their capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona-fide capability to meet the requirements. If two companies are planning to conduct business as a Joint Venture or any other type of teaming agreement, they shall provide past performance on projects of similar scope that they have performed together as a Joint Venture. Interested parties should register in the System for Award Management (SAM) which replaced the Central Contractor Registration (CCR) as prescribed in FAR Clause 52.232-33. SAM can be obtained by accessing the internet at www.sam.gov. Failure to submit sufficient detailed information may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. After a review of the responses received from this notice, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
