Description
15RWQ60_syn This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please use FBO to access information posted by the NSWC Division Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a five year Basic Ordering Agreement (BOA) with Impact Science & Technology, Inc. (a wholly owned subsidiary of Exelis, Inc.) 85 Northwest Blvd, Suite B, Nashua, NH 03063-4068. The unpriced BOA will have a ceiling of $22,500,000. The Statement of work within the BOA covers Program Management Support, System Engineering Support, Field Service Representatives, Equipment Support, Depot Operations Repair Services, Spares and Foreign Military Sales in support of the AN/VLQ-13(V)1 & (V)2 CREW Vehicle Receiver Jammer Countermeasures System. This requirement will be negotiated on a sole-source basis. Only one responsible source and no other supplies will satisfy the agency requirements. The basis for restricting competition is duplication of costs to the Government in qualifying a new vendor would not be recouped through competition and the Government does not have unlimited rights to the technical data package. Deliveries will be FOB Destination, NSWC - Crane Division, Crane, IN 47522. Inspection and acceptance will be at destination by NSWC Crane personnel. The proposed contract action is for support services and supplies for which the Government intends to solicit and negotiate with only one source, Impact Science & Technology under the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Individual Job Orders will also be synopsized 30 days prior to award. The Solicitation will not be made available through the Government point of entry. www.fbo.gov and no hard copies of the solicitation will be mailed. Interested parties may respond to the requirement. All responsible sources may submit a capability statement, proposal, or quotation that will be considered by the agency. A determination by the Government not to compete this proposed BOA based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
